1992.01.08_PB_Minutes_RegularA --4- 1 TOWN OF HIGHLAND BEACH PLANNING BOARD • REGULAR MEETING - MINUTES Wednesday, January 8, 1992 9:30 A.M. In the absence of a Chairman, Vice Chairman Arthur R. Keller called the Regular Meeting to order in Commission Chambers at 9:30 A.M. Deputy Town Clerk Doris Trinley called the roll. Present were the Vice Chairman and Members Leonard D. Bell, Paul R. Kane, Sr., Robert L. Lowe, Frank L. Colarullo and James F. Morrill. Also present were Town Attorney Kenneth Zeilberger, Building Official Harry Heithaus and members of the general public. Mr. Keller and the other members welcomed James F. Morrill to the Board (appointed 1/7/92), saying they looked forward to working with him in the future. The Vice Chairman then called for amendment to agenda to include elec- tion of Officers. Mr. Bell nominated Mr. Lowe as Chairman. There being no other nominations, Mr. Lowe was elected and took the Chairman's seat. .Chairman Lowe next called for nominations for Vice Chairman. Mr. Bell nominated Mr. Keller, commenting on the fine job he had done in the past in this capacity. There being no other nominations, Mr. Keller was elected Vice Chairman. Upon MOTION by Mr. Colarullo/Mr. Kane, the Minutes of the December 11, 1991 Regular Meeting were unanimously approved. OLD BUSINESS None. Before proceeding to New Business, Mr. Bell asked questions of the Building Official regarding certain properties noted in the Status of Building Development report. Of specific interest to Mr. Bell was the property at 4005 S. Ocean Blvd., Lot 52E, which plans the Board had ap- proved at their December 11 Regular Meeting. He said he had noticed a "For Sale" sign on the property and asked if the Board's approval was only for the applicant or if approval ran with the property. Mr. Heit- haus replied that all applicants had one (1) year from date of Planning Board approval to apply for building permit; he added he did not think Board approval prohibited any applicant from putting the approved property up for sale. Attorney Zeilberger said he would research Mr. Bell's question to determine if Board approval was solely for the ap- plicant for a period of one (1) year or if it ran with the property for the same timeframe. Planning Board Regular Meeting - Minutes January 8, 1992 Page 2 of 3 • NEW BUSINESS Preliminary Review for Demolition of Existing Rectory and Building of New Rectory at 3510 S. Ocean Blvd., Lot 85w. Submitted by St. Lucy's Church. Chairman Lowe invited E.N. Turano, architect for the project, to address the Board. In answer to members' questions, he explained the site plan showed the entire church acreage, rather then a separate parcel; the six (6) spaces shown for parking were planned for those who had reason to visit the rectory, and were so positioned as to prevent any U-turns. He also stated that he had been the architect for St. Lucy's Church a few years earlier. Building Official Heithaus was asked to comment and he explained he had contacted the City of Delray Beach, which had just recently had a rec- tory constructed by St. Vincent Ferrer's Church, and been advised it had been designated RS zoning (residential/single family). Based on this information, Mr. Heithaus said, it was his determination to also classify this application as RS zoning. In regard to submitted plans, the Building Official complimented the architect, saying Mr. Turano had consulted with him prior to submittal •to ensure all Town Codes and Southern Standard Building Codes were complied with. Mr. Heithaus also commented on the plans being most complete and detailed. Since the members had previously reviewed the plans in the Building De- partment, it was their Consensus that no further review was necessary. Chairman Lowe noted that, based on advice from Mr. Heithaus, the mem- bers could give final approval to the plans at this time should they deem it appropriate. After some further discussion, the following MOTION was made by Mr. Kane/Mr. Colarullo: THE PLANNING BOARD GIVES FINAL APPROVAL TO PLANS FOR DEMOLITION OF EXISTING RECTORY AND BUILDING OF NEW RECTORY AT 3510 S. OCEAN BLVD., LOT 85W, SUBMITTED BY ST. LUCY'S CHURCH; E.N. TURANO, ARCHITECT, JOB NO. 903, DATED 11/27/91, SHEETS SY-1 AND SY-2, A-1 THROUGH A-10, S1 THROUGH S6, ME-1 THROUGH ME-3, AC-1 AND AC-2, P-1 AND P-2, E-1 THROUGH E-5. Roll call resulted in unanimous favorable vote.
