1991.03.13_PB_Minutes_RegularTOWN OF HIGHLAND BEACH PLANNING BOARD REGULAR MEETING - MINUTES Wednesday, March 13, 1991 9.30 A.M. Chairman John E. Ward called the Regular Meeting of the Planning Board to order in Commission Chambers at 9:30 A.M. Deputy Town Clerk Doris Trinley called the roll. Present were the Chairman, Regular Member Harold Hagelmann and Alternate Members Abraham Futernick and Paul R. Kane, Sr. Regular Members Helene Harris and Amelie Leng were absent. In their absence, Alternate Members Futernick and Kane sat as Regular Members for this meeting. Also present were Building Official Harry Heithaus and members of the general public. Upon MOTION by Mr. Hagelmann/Mr. Ward, the minutes of the Regular Meet- ing were unanimously approved. NEW BUSINESS Preliminary Review for Single Family Residence at 4200 Tranquility Dr., is Block 5, Lot 10 Bel Lido. Submitted by Victor Frankel (owner). Chairman Ward invited Mr. Frankel to address the members regarding his project. Mr. Frankel said the house would be a two-story CBS structure with approximately 5,000 sq.ft. of air conditioned space. Building Official Heithaus advised that all aspects of the plans met Code requirements; the only change he had recommended to Mr. Frankel was the use of pavers in driveway/patio areas because of "shifting" earth in the island setting. Mr. Frankel agreed with this reasoning. The members convened to the table to review the plans and some further discussion took place. They agreed that the plans were beautifully done and reflected a structure that would be an aesthetically pleasing addition to Bel Lido Island. Concluding discussion, the Chairman reminded the members that it would be possible for the Board to give a Final Review approval to this pro- ject at this time since it met all Code requirements. MOTION by Mr. Hagelmann/Mr. Futernick was as follows: The Planning Board gives final approval to plans dated March 1, 1991, Job #87341, sheets C1.1, A1.1, A1.2, A2.1, A3.1, A4.1, A5.1 and E1.1 as submitted by Victor Frankel (owner) for a single family residence at 4200 Tranquility Dr., Lot 10, Block 5, Bel Lido. Ocean Blvd.) Mr. Ward advised that an answer to his memo to the Town Attorney re- garding Mr. Drago's (builder) request for Planning Board approval to "square off" a portion of the eastward roof line of this single family residence (see Minutes of 2/13/91) had been received and the Attorney's opinion was that this request would fall under the Board of Adjust- ment's jurisdiction. (A copy of the reply is attached to and made part of these minutes.)
