1990.06.13_PB_Minutes_RegularTOWN OF HIGHLAND BEACH 10 PLANNING BOARD PUBLIC HEARING - MINUTES Wednesday, June 13, 1990 11:22 P.M. Chairman John E. Ward called this Public Hearing, originally scheduled for 10:30 A.M., to order at 11:22 A.M. in Commission Chambers. Deputy Town Clerk Doris Trinley called the roll. Present were the Chairman, Regular Members Arthur R. Keller, Harold R. Hagelmann and K. Gika, and Alternate Members Abraham Futernick and Arthur J. Kiefer. Regular Member Amelie Leng was absent; Mr. Futernick sat as a Regular Member in her place. Also present were Jim Park, Senior Land Planner for Gee and Jensen, and members of the general public. Chairman Ward introduced new Regular Members, Messrs. Hagelmann and Gika, to Mr. Park and apologized for the delay in starting the meeting, which was caused by a lengthy Regular Meeting immediately preceeding. He stated the purpose of this advertised Public Hearing was to receive and consider public comments, and make a recommendation to the Town Commission, on the approval of a revised zoning map for the Town, to conform with the Comprehensive Plan adopted on September 19, 1989. Chairman Ward noted that the zoning map had to be amended to reflect changes made in land usage, according to the Comprehensive Plan. He called to Mr. Park's attention an error on the proposed new map, i.e., lots 1 through 12 were designated as "SF" rather than the proper desig- nation "RS." Mr. Park said this would be corrected. Mr. Park advised the members that the map reflects reduction of multi- family zoning districts by approximately 25%, in keeping with the Com- prehensive Plan and the amendments to Chapter 30 recommended by the Planning Board that have already been transmitted to the Town Commis- sion. The members reviewed the map with Mr. Park and, except for the one change as noted above, agreed that it reflected the language of their recommended amendments to Chapter 30. For the Record, the following changes regarding all zoning categories were recommended by the Planning Board during their Regular Meeting of February 14, 1990 and subsequently transmitted to the Town Commission: Residential Estate (RE) ........... Residential Multiple Family High Density (RMH)..............18 d.u./ac. to 16. NOTE: With the elimination of RML-2, RML-1 becomes RML only. Mr. Ward questioned Attorney Freidman regarding remaining sites that would have potential for high-rise structures. Mr. Friedman mentioned the ITCO, Drexel and Hoffmann properties and general discussion took place regarding same. After some further discussion regarding the zoning changes, the fol- lowing MOTION was made by Mr. Hagelmann/Mr. Keller and carried with unanimous vote: The Planning Board recommends that the Town Commission to adopt the Town of Highland Beach, Florida, proposed official Zoning Map, dated 6/13/90, attached to this MOTION as Exhibit A, modified only to the extent that the SF designation shall be changed to RS. The Planning Board further states that it has found that the attached proposed Zoning Map is consistent with the Town's Compre- hensive Plan. NOTE: MOTION WILL BE TRANSMITTED TO THE TOWN COMMISSION WITH ZONING MAP ATTACHED AS EXHIBIT A. Attorney Friedman deemed it appropriate at this time to note for the record that only two members of the public were in attendance. There being no further business to come before the Board at this time, and upon MOTION by Mr. Keller/Mr. Futernick, this Public Hearing was adjourned at noon. APPROVE: Johgl V.
