PLANNING BOARD
SPECIAL MEETING - MINUTES

11:00 A.M.
Chairman Ward called the Special Meeting of the Planning Board, Town of
Highland Beach, Florida, to order in the Commission Chambers at Town
Hall at 11:00 A.M.
The Deputy Town Clerk called the roll. Present were Regular Members J.
E. Ward, A. Leng, M. A. Waldman, A. R. Keller, A. M. Fox, Jr., and
Alternate Member R. M. Gregerson.
Also present were Town Attorney T. E. Sliney, Building Official B.
Sutherland, Deputy Town Clerk A. M. Kowals, General Contractor P. Ince,
Landscape Contractor B. Turner and members of the general public.
Chairman Ward noted the Special Meeting was called for the purpose of a
Preliminary/Final site plan review of McNally -Single Family Residence
(Lots 133 and 134 East), 2365 South Ocean Boulevard. The application
was submitted by general contractor Peter Ince.
Several Members stated they were unaware of the Special Meeting that had
been scheduled for this date and thought perhaps a phone call from the
• staff was in order. Chairman Ward noted that the Public Notice of the
Special Meeting was posted in Town Hall and distributed to the Members
on April 21; and, further, it is the responsibility of the Members to
stop by Town Hall, at least once per week, for the purpose of picking up
any mail/correspondence that may be in their Board folders.
Chairman Ward questioned if the Unity of Title on the property under
discussion had been properly submitted. Mr. Ince advised that he did
submit the document to the Building Official; Mr. Sutherland stated said
document was in order.
Members reviewed the site plan submitted by Peter Ince for the McNally
Single Family Residence at 2356 South Ocean Blvd, Town Lots 133 and 134
East.
In explaining the plans, Mr. Ince stated that the lot is deep, therefore
the structure will be approximately 45 feet from the coastal
construction control line at one point and 55 feet from the coastal
construction control line at another point. The residence will be 8,500
sq ft and will be situated on two lots with the driveway on the south
entrance to Town Lot 133. The roof will be an "S" shaped Spanish tile
with the exterior walls being a sea brown with a light brown soffit and
a brown trim. The pool deck will be made of a Mexican shell rock.
A sprinkler system for the purpose of washing the glass panes will be
installed in the soffit and will be controlled by a switch. Exterior
lighting will be 20 watt fluorescent fixtures with soft lighting
directed downward.

The Building Official had advised the members that the building does
meet all the criteria of the Town Zoning Code in all areas.
Mr. Turner, the landscape architect, explained the Xeriscape landscaping
has little grass which requires very little water. Irrigation will run
along the driveway with the rest of the woods being kept in their
natural state. Everyone recognizes the value of protecting and
maintaining those trees.
Mr. Ince advised the members of the Planning Board that this project
received Community Appearance Board approval for the Xeriscape
Landscaping on April 28, 1988. Mr. McNally is aware of the vegetation;
therefore, the house is situated to maintain as much of the vegetation
as possible.
Following discussion, MOTION was made by MR. WALDMAN/MR. FOX to approve
plans as submitted for the McNally Single Family Residence. All members
were in favor of the motion.
As there was no further business to come before the Planning Board at
this time, Chairman Ward adjourned the Special Meeting at 11:20 A.M.
