1988.08.10_PB_Minutes_Regular• TOWN OF HIGHLAND BEACH, FLORIDA PLANNING BOARD REGULAR MEETING -- MINUTES Wednesday, August 10, 1988 9:30 A.M. The Regular Meeting of the Planning Board,.'Town.of.:Highl.and' Beach, Florida, was called to order in the Commission Chambers: at'Town Hall at 9:34 A.M. by Chairman John Ward. The Recording Secretary called the roll. Present were Regular Members J.E. Ward, A. Leng, A.R. Keller, A.M. Fox, Jr., and Alternate Members R.M. Gregerson and J. Littlejohn. Absent from the meeting was M.A. Waldman. Also in attendance were Mayor Betty Jean Stewart, Town Attorney T.E. Sliney, Building Official E. Hardy, Town Manager M. Mariano, Deputy Town Clerk R. Bavender and members of the general public. Chairman Ward welcomed Mr. John Littlejohn to his first meeting of the Planning Board as an Alternate Member. A MOTION was made by Mr. Keller/Mr. the July 13, 1988, Regular Meeting The MOTION carried unanimously. NEW BUSINESS: Gregerson 'to approve the minutes of of the Planning Board, as submitted. There was no New Business for discussion. OLD BUSINESS: TENTATIVE SCHEDULE FOR COMPREHENSIVE PLAN REVIEW: Town Attorney Sliney submitted a tentative schedule proposing a series of public workshops to be held in accordance with state law and Town Resolution No. 489. Town Attorney Sliney advised the next phase of the Comprehensive Plan Review is the public participation process whereby the residents of Highland Beach will be made aware of, and given the chance to discuss, what is going on with the Comprehensive Plan. There will be public notices posted at Town Hall, newspaper ads, Centel releases, etc, inviting public comment at the workshop meetings. It was suggested that the advertisements should be written in everyday language in order to draw more attention to the meetings. The first Public Hearing/Workshop was scheduled for August 31, 1988, at 9:30 A.M. The Public Hearing portion will discuss the Zoning Ordinance Amendment regarding the elimination of underground parking provisions. PLANNING BOARD . Regular Meeting Minutes August 10, 1988 Page 2 of 3 Following the Public Hearing the Comprehensive Plan public participation review will begin by discussing the Future Land Usage, Traffic Circulation and Recreation and Open Space Elements. The second Public Workshop was scheduled for September 14, 1988, at 10:15 A.M., following adjournment of the Planning Board Regular Meeting, with the balance of the Comprehensive Plan Elements to be discussed. It was noted that if a third workshop is needed, it will be announced at that time. The Recording Secretary will put copies of the Comprehensive Plan Review Schedule/Public Notices in the members folders at Town Hall. Extra copies of the Public Notices will be made for distribution in Town Hall and for posting in Condominiums. AMENDMENT TO BUILDING DEPARTMENT PROCEDURES: The Planning Board Members discussed and reviewed at length the first eight (8) pages of the Building Department Procedures, leaving off at Section 9. Various corrections, additions and deletions were made and will be reflected in the next draft presented to the Planning Board. isMr. Hardy, Mr. Keller and Mr. Fox will be meeting to discuss Section 8.4 (a) (6) and (7) , Section 8.4 (b) (5) and (6) and Section 8.4 (c) and (d) and will have their proposals ready for the next Planning Board Meeting. DISCUSSION OF BUILDING HEIGHTS: A MOTION was made by Mrs. Leng/Mr. Keller to amend Chapter 30, Section 4.4 (e) (11) to eliminate the sentence, "Building height may be increased to fifty (50) feet where one story parking structure is located throughout the principal building." Amend Chapter 30, Section 4.5 (e) (11) to elininate the sentence, "Building height may be increased to sixty (60) feet where one story parking structure is located throughout the area beneath the principal structure." An►end Chapter 30, Section 4.6 (e) (11) to elininate the sentence, "Building height may be increased to seventy (70) feet where parking structure is located throughout the area beneath the principal building." The MOTION carried with all favorable votes. This an►endment will be the subject of the August 31, 1988 Public Hearing. DISCUSSION OF HURRICANE EVACUATION: Mr. Gregerson read a draft letter he prepared regarding Hurricane Evacuation to be sent to the Department of Transportation. Town Attorney Sliney suggested bringing this issue into the Future Land Usage Element of the Comprehensive Plan. The Planning Board Members felt this • would be a much better procedure. With all favorable votes being cast, the MOTION carried and Chairman Ward adjourned the Regular Meeting of the Planning Board at 12:34 P.M. APPROVED: J.
