1988.08.31_PB_Minutes_Workshopa,- " " • TOWN OF HIGHLAND BEACH, FLORIDA PLANNING BOARD PUBLIC PARTICIPATION WORKSHOP Wednesday, August 31, 1988 10.00 A.M. Chairman John E. Ward called the Public Participation Workshop of the Planning Board, Town of Highland Beach, Florida, to order at 10:00 A.M. in the Commission Chambers at the Town Hall. The Deputy Town Clerk called the roll. Present were Regular Members J.E. Ward, A. Leng, M.A. Waldman, A.R. Keller and Alternate Member R.M. Gregerson. Regular Member A.M. Fox and Alternate Member J. Littlejohn was absent. Also in attendance were Town Attorney D. Friedman, Building Official E. Hardy, Deputy Town Clerk R. Bavender and members of the general public. A MOTION was made by Mr. Waldman/Mrs. Leng to amend the agenda for the August 31, 1988, 10:00 A.M. Public Participation Workshop to provide for public comment and response to public comment. The MOTION carried with all "AYE" votes. Chairman Ward noted that the Public Participation Workshop was called • for the purpose of discussing the Future Land Use Elen►ent, Traffic Circulation Element and the Recreation and Open Space Element of the proposed Comprehensive Plan. The Planning Board has n►et several times with Mr. Park of Gee and Jenson and the Board feels the Plan is now in its final form, ready for presentation to the Town Commission. However, before presenting the Proposed Comprehensive Plan to the Town Commission, the public is invited to make con►n►ents regarding such. Chairman Ward first addressed the Future Land Use Element by explaining the current plan as opposed to the proposed plan and how each factor would affect the Town in general. Chairman Ward reviewed the following proposed units per acre on the land use map. It was noted that both existing and proposed land use naps were on display for public inspection. SF - fron► 4.35 units per acre to up to 4 units per acre MFL - fron► 8 units per acre to up to 6 units per acre MFLM - has been eliminated MFM - from 12-15 units per acre to 6-12 units per acre MFH - fron► 15-20 units per acre to 12-16 units per acre. • PLANNING BOARD • Public Participation Workshop Meeting - Minutes August 31, 1988 Page 2 of 3 Mr. Marshall Johnson, 31001 South Ocean Blvd, addressed the Planning Board regarding the lack of recreational facilities and programs in Highland Beach. Commissioner Doris R. Rome, who was present as a member of the public, addressed this question by noting the Town Conalkission has just recently started reviewing a proposed Recreation and Open Space Ordinance that would provide for recreation land or open space and an "in lieu" payment for such. Mr. Johnson also commented on the debris on the beaches. Commissioner Rome again responded by stating that most condominiums take care of their own beaches. The main problen► has been found in the areas behind private hones. Chairman Ward advised Mr. Johnson that he may wish to address his questions at a Town Con►n►ission Meeting. There being no other public comments on the Future Land Use Element, Chairman Ward proceeded with the discussion of the Traffic Circulation Element and gave a brief history of the traffic counts taken and what their results were. A suggestion was brought up regarding lowering the speed limit in Town to 35 mph. Town Manager Mariano noted that as of this year, legislation . has been passed that allows municipalities to lower the speed lin►it in residential areas. Mr. George Abernathy stated he felt it would not be beneficial to lower the speed lin►it to 35 mph when Delray Beach and Boca Raton have their speed limit along A-1-A set at 40 mph. The Planning Board members felt the Police Department should be consulted in this matter. The next element up for discussion was the Recreation and Open Space Element. Chairman Ward noted the areas under review are the property behind the Town Hall, the property behind St. Lucy's Church and the property behind the Broadview/Hoffman property, as well as the County owned Milani property. Chairman Ward explained what recreation programs the Town would qualify for with respect to the Town's population. Mrs. Mel Blosser, 3300 South Ocean Blvd, questioned the differences in the GS District and the RO District. Town Manager Mariano advised that recreation areas could be built in GS Districts, but Government Service buildings could not be built in RO Districts. At the conclusion of the Public Workshop portion of this meeting, Chairman Ward announced that at each Planning Board Meeting and Workshop 40 relating to the proposed Comprehensive Plan change, written comments PLANNING BOARD • Public Participation Workshop Meeting - Minutes August 31, 1988 Page 3 of 3 • is from the public are encouraged and should be submitted to the Chairman prior to the meeting. The next Public Workshop Meeting is scheduled for September 14, 1988, following the adjournment of the Planning Board Regular Meeting. The ren►aining elements will be addressed at that time. Continuing on the Planning Board reviewed Chapter 30, Sections 8.1, 8.2 and 8.3, (Building Department Procedures). The changes made will be reflected in the next draft presented to the Planning Board. The Board will continue their review beginning with Section 8.4, at their next Regular Meeting in September.
