1988.11.16_PB_Minutes_Regular (2)• TOWN OF HIGHLAND BEACH, FLORIDA PLANNING BOARD PUBLIC HEARING - MINUTES November 16, 1988 1:30 P.M. The advertised Public Hearing of the Planning Board, Town of Highland Beach, was called to order at 1:30 P.M. in the Commission Chambers at Town Hall by Chairman Ward. The Deputy Town Clerk called the roll. Present were Regular Members J. E. Ward, A. Leng, A. R. Keller, A. M. Fox and Alternate Members R. M. Gregerson and J. Littlejohn. Mr. Gregerson acted in the capacity of a Regular Member. Also present were Town Attorney D. K. Friedman, Town Manager M. A. Mariano and Deputy Town Clerk A. M. Kowals. Chairman Ward noted that the purpose of the Public Hearing was to receive and consider public comments regarding the proposed Comprehensive Plan and all elements thereof. The Chairman further noted that City Planner Jim Park of Gee and Jenson will be arriving a little late as he is completing the amendments of the elements that had been discussed by the Planning Board at their Regular Meeting on November 9, 1988. It was also noted that the amended draft • elements, which were to have been submitted by Gee and Jenson in advance of this Public Hearing, were not as yet received at Town Hall. It was noted for the record that there were no members of the general public at this advertised Public Hearing of the Planning Board. Proceeding with the review of the elements, Chairman Ward noted that the Planning Board went through the entire volume at the last Regular Meeting and, by and large, were in agreement with it all; but, there were a few amendments. The Members reviewed the Housing Element. In reviewing the Recreation and Open Space Element, it was noted that the Town has adopted Ordinance No. 563 which does not impact this element at all. Following the review of the Conservation Element, Chairman Ward noted that written comment from the public is encouraged and should be submitted prior to the meeting. During the review of the Coastal Management Element, Town resident Joseph Boulay, who is the Vice Chairman of the Code Enforcement Board, arrived at this Public Hearing and was informed by Chairman Ward that the Planning Board is reviewing the Elements of the Comprehensive Plan. Chairman Ward noted that there were no amendments to the Housing, Recreation and Open Space, Conservation Elements. 40 PLANNING BOARD •Public Hearing (1:30 P.M.) November 16, 1988 Page 2 of 3 At this point in time, City Planner Jim Park of Gee and Jenson arrived at the Public Hearing with the final draft elements of the Comprehensive Plan which he distributed to the Membership. Mr. Park explained that some of the numbers were changed and tables were changed to coincide with the Land Use Element; Conservation is blended with Coastal Management mainly because both of these Elements have a lot of the same requirements and the Department of Community Affairs allows these elements to be combined. Mr. Park noted that they introduced the Forward as number 1. A map of the City is on page I-2 with population estimates and projections on page I-3. Mr. Park further noted that they redid the population estimates and updated the information by changing the numbers on Table I-1 found on page I-4. It was noted that the population numbers are consistent with the dwelling unit count used in preparing the elements. It was noted that the general substance of the Housing Element has not been changed. It was noted that the Recreation and Open Space Element was amended to reorganize the Town standards and explain how the Town will meet those standards. Table R-2 on page I-26 lists the standards that seem to be the reasonable scope of activities for the Town. The Town's goal is to provide sufficient recreation and open space opportunities to satisfy the health, safety and welfare concerns of the residents and visitors. • The Town will be able to provide a public beach access location within the Town by the year 1995 with the Milani Park as suggested in Policy 1-1 on page I-29. Policy 2-3 on page I-29 indicates that the Town hereby adopts level of service standards as set forth in Table R-2 of this element. Mr. Park noted that the Coastal Management and Conservation Elements are combined. Members recommended that on page II-7, under Natural Resources and Environment, it should be noted that Highland Beach is a barrier island. It was noted that a study entitled Lower Southeast Florida Hurricane Evacuation Study, completed and published in June of 1983, was prepared by the Army Corps of Engineers and consultants engaged by the Corps, was used in compiling the data for the Hurricane Evacuation Element. Goal 3 on page II-25 indicates that the Town will conserve, protect and appropriately manage the natural resources of Highland Beach to ensure the highest environmental quality for all residents. Members briefly discussed and completed the review of the Sanitary Sewer, Solid Waste, Drainage, Potable Water, Natural Groundwater Aquifer Recharge, Traffic Circulation and Future Land Use Elements. Members noted that page III-13 in the Future Land Use Element was incomplete and Mr. Park stated he would forward said page to the Deputy Town Clerk for insertion in the Membership's draft element manuals. Mr. Park noted that there were no changes in the Land Use Element except for Figure F-2 • which is the Future Land Use Map where Gee and Jenson inserted "Year 2000". PLANNING BOARD Public Hearing (1:30 P.M.) is November 16, 1988 Page 3 of 3 While reviewing the Intergovernmental Coordination Element, it was noted that on page III-17, the correct name of the current organization with Town representatives should read Palm Beach County Municipal League (not Palm Beach County Municipal Association). Mr. Park noted that in the Capital Improvements Element, they have identified two projects (the study of drainage conditions and stormwater management system; the study of wastewater collection system, pumping stations and force mains to correct capacity problems) that are not in themselves capital improvement projects, however, they are expected to lead to a program of capital improvements of unknown magnitude. By the time the Town submits their final document to the Department of Community Affairs, the Town may want to add to this element. Chairman Ward noted that the Agenda for the next Regular Meeting of the Planning Board on Wednesday, December 14, 1988 at 9:30 A.M. will include the Comprehensive Plan (for recommendation to the Town Commission). The Chairman further noted that it will not be necessary for Mr. Park to attend the December 14, 1988 Regular Meeting; and, any amendments or information to be included into the elements should be conveyed to the Deputy Town Clerk. • Mr. Park noted that he will read through this manual again and he will contact the Town Manager should there be any corrections, deletions, etc. The Town Attorney noted that the December 14, 1988 Regular Meeting of the Planning Board should be advertised in the newspaper 15 and 5 days prior to the meeting date.
