TOWN COMMISSION
WORKSHOP MEETING MINUTES
Tuesday, November 30, 2004 1'30 p m
Mayor Thomas J. Reid called the Workshop Meeting to order in Commission Chambers
at 1:40 P.M.
Acting Town Clerk Jane Dillon called the roll. The Mayor, Vice Mayor Joseph J. Asselta
and Commissioners Rachael Scala-Pistone and Miriam S. Zwick were present.
Commissioner Lowe was absent.
Town Attorney Thomas E. Sliney and Acting Town Manager Doris Trinley were also
present, as were members of the general public.
1. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA
Mayor wished to amend agenda under New Business for Bob Spahr to give an update
on the Boca Ration Aviation Authority.
Donna Frydman, talent bank applicant, was introduced to the Commission and presented
• information on her background.
2. PUBLIC COMMENTS AND REQUESTS
Jean Ellis, complained about the odor coming from the water generated by the new
water treatment plant. Jack Lee, Utilities Director, addressed the issue.
Dr. Strauss, gave an update on the chamber orchestra and the street quartet, noting
several scheduled dates for each.
Harold Hagelmann, stated that the swales the DOT is putting in is helping the flooding
along A1A, and asked that the Town keep the DOT doing this.
Joe Yucht, also noted that the swales are working. He then spoke on the A1A crossing
at Boca i~`gh, -and feels a pedestrian control flashing light should be placed there.
Mike Hill, talked. about the County's beaches and shores committee seminar he attended
several years aga, and how informative it was. He suggested that anyone receiving an
invitation to one, attend. Mayor spoke about "piggy-backing" with Boca on beach
renourishment. .lob Christopher is the Boca contact.
Felix Goldenso,~, complained about the unsightly area at "Azure", and asked that the
Town do something to improve the appearance.

5. PROPOSED ORDINANCES AND RESOLUTIONS
A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
AMENDING FINANCIAL ADVISORY BOARD RESOLUTION NO. 477 TO
• INCLUDE SEVEN (7) REGULAR MEMBERS.
Carried over to consent agenda.
AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF
HIGHLAND BEACH, FLORIDA, EXEMPTING ITSELF FROM THE
PROVISIONS OF SECTION 101.657 F.S., SPECIFICALLY RELATED TO
EARLY VOTING; REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN
EFFECTIVE DATE. Carried over to consent agenda.
6. NEW BUSINESS
DISCUSSION RE CONTINUATION OF WATER RESTRICTIONS.
Shawn Skeehan, CH2MHILL, was present to explain how there is a six (6)
month time period to de-commission the old water plant, and then the Town can
discontinue the water restrictions. He suggested that it would be a good idea to
keep tha'restrictions in place with some modification to times of irrigation.
Bob Spahr gave an update on the Boca Aviation Authority, noting that complaints
are c+own this year, and there are no problems at this time. He also stated that
fihe`new development being built is in the noise area and the residents cannot
• complain about any noise.

8. REPORTS -TOWN COMMISSION
COMMISSIONER MIRIAM S. ZWICK: Spoke about Mr. Yucht's presentation
abou A1A, and the proposed use of the sand pails and flag. She asked if it had been
rese rched about its use in Highland Beach, and try it as an experiment. She also
sugg sted the Building Dept. move into the office facilities in the new water plant prior
to th January 20 open house, noting that the space is not feasible for any other town
depa ment.
COMMISSIONER RACHAEL SCALA-PISTONE: Feels the flags for the crossing
will d sappear, and that the Town should work hard to get a flashing light. She brought
up t e beach problems re erosion, vegetation, etc. She stated that she walked the
beac at the south end of Town, noted the erosion and asked that FEMA become
invol ed. Commissioner stated that letters have been received from residents with
com taints about the building dept., and asked that the department's procedures be
look d at.
COMMISSIONER LOWE: Absent
VICE MAYOR ASSELTA: Spoke about DOT fixing inadequate turn lanes in front
of St. Lucy and Casurina, but DOT made the striping permanent, hatching the turn lanes
with ellow striping, in essence creating illegal turn lanes. He also spoke about the costs
in T wn are, i.e. waste management. He asked that the FAB look into the proper
costing of collection. He asked Jack Lee the cost of water is going to be to readjust
water bi{Is. Mr. Lee noted that the operating costs drop from May to September, and
explained how he calculates the operating costs.
_ MAY~JR tZEID: Noted that the costs are beyond the FAB to make an adequate
analysis. He also agreed that the DOT made a mess of the striping, and is also a
hazard to the bikers. Mayor stated that too many people are involved in the beach
issues, an~1 suggested the Town Manager be the focal point of contact.

9. REPORTS -TOWN ATTORNEY Presented an update on the Ocean Cove dock
situation, noting that the permits have been issued.
10. REPORTS -TOWN MANAGER Presented an update on the side street job,
complementing Bill More and his staff on overseeing the project. She stated that Bel Air,
Russell and Highland Beach Drive are completed. Bel Lido Island needs to be done.
There was a mix up re the paving on Highland Beach Drive and it wasn't done as
promised, and a lot of the residents were angry. The next day the paving was done and
Mark Kilborn (contractor) left a basket of cookies on each doorstep with a note of
apology for any inconvenience. The RSVP for League of City BBQ at Bel Glade Marina
is due December 8.

12. PUBLIC COMMENTS AND REQUESTS RELATED TO ITEMS DISCUSSED AT
MEETING
Michael Hill commented that the water bills can be paid by bill, or by property taxes
which would be deductible.
• Jim Newill noted that at the "Azure" property all the straps holding the meshing have
been broken since the hurricanes. He also asked the Commission to give more thought
to increasing the FAB from five to seven members, noting the more people there are,
the harder it is to get things accomplished.
Joe Yucht commented that the site plan for the "Milani" park show flashing lights at the
crosswalk by Boca High. He also said that potential buyers of homes near airport need
to use common sense about the noise, and if they buy, don't complain about it later.
He asked as to what the basis is to increase the FAB from five to seven members.
Jean Ellis said that aerials of the Beach were taken before the hurricanes. It was
mentioned that these photos are in the main office in Town Hall.
Dr. Strauss said that at next week's meeting he will provide a $2.50 solution to the
crossing problEm on A1A. He noted about planes flying over expensive homes on Long
Island and residents didn't complain. He agreed about voting in advance, as he never
received his absentee ballot.
Mayor P.eid aslred about a quorum for the December 28 meeting. Noting no quorum,
the meeting was cancelled.

13. ADJOURNMENT
There being no further business to come before the Commission at this time, MOTION
to adjourn was made by VICE MAYOR ASSELTA/COMMISSIONER SCALA-PISTONE
at 3:10 p.m.
