PLANNING BOARD
PUBLIC HEARING - MINUTES
NOVEMBER 12, 1986
9:30 A.M.
Chairman I. S. Saunders called the Public Hearing of the Planning Board,
Town of Highland Beach, Florida, to order at 9:30 A.M. in the Commission
Chambers at Town Hall.
The Recording Secretary called the roll. Present at this Public Hearing
were Chairman I. S. Saunders, M. A. Waldman, J. E. Ward, C. H. Bartlett
(alt.) and A. Futernick (alt.).
Absent from this Public Hearing were Vice Chairman D. R. Rome and A. Leng.
Also present were Town Attorney T. E. Sliney, Recording Secretary A. M.
Kowals, Attorneys R. Eisen, K. Slinkman, J. Corbett, B. Taub, A. Kramer
(representing the various property owners), M. Woolsey a planner for W.
Frederick, and many interested Town residents.
Chairman Saunders stated the Public Hearing was called for the purpose of
considering a proposal to rezone Town Lots 133 to 137, East of A-1-A (also
known as Lots 1 - 5, Byrd Beach Sub -division) from Residential Single
Family (RS) to Residential Single Family Estate Lot (RE).
Town Attorney Sliney explained two separate public hearings are being
held. The Planning Board will conclude the Byrd Beach rezoning then go
into the discussion and comments regarding the Comprehensive Land Use Plan,
continued Attorney Sliney.
Attorney Eisen, representing the trustee owner of subject property, stated
they have no objection to the zoning changes requested by the Planning
Board as it is their intention to develop the properties within the para-
meter of the RE designation.
Mr. Woolsey, Planner for Mr. Frederick (previous owner of subject property)
said they have no objection to the rezoning.
Next on the agenda for the Public Hearing, said Chairman Saunders, is the
Hoffman/Broadview Parcel, Lots 59, 60, 62, 65 and 69 (West of A-1-A)
formerly known as RPUD-2 from MFM to MFL.
Attorney K. Slinkman, representing the Hoffmans, stated they have nothing
to add except their objection to the changes.
Chairman Saunders said this parcel consisting of 24.6 acres is owned by
three individuals.
The next item on the agenda, continued Chairman Saunders, is the Boca Hi
IsParcel known as "B" & "C" Sites of former RPUD-1, proposed rezoning from
MFM to MFL.

Mr. T. Delaney, representing Boca Hi, Inc., said they believe they have a
vested right and interest in the RPUD-1 and are looking forward to sitting
with this Planning Board and Town Commission to discuss a reasonable
compromise.
Chairman Saunders invited members of the audience to come forward and
comment on the issues.
Mr. B. Cohen, a resident of Braemar Isle at Boca Hi, said many are
concerned with the number of units to be built on the "B" & "C" Sites and
most residents are in favor of reducing the number of units. The
resolution passed by the Planning Board should be enforced without delay.
The Board is to be commended for their efforts - they are looking out for
the Town, continued Mr. Cohen.
Mrs. Harris, a resident of Dalton Place at Boca Hi, said there is a super -
saturation of people in the Town and the Planning Board is aware of the
problems with the water, traffic, density, etc. We appreciate everything
the Board is doing to change the density in Highland Beach, stated Mrs.
Harris.
The next agenda item was the Enclaves of Boca Cove and the Boca Cove
Parcels, Lots 15 S and 15 N, rezoned from MFM to MFL. There was no
representative for this property at the Public Hearing.
Continuing with the agenda, the next item was the Regency Parcel, Lot 56 W
to be rezoned from MFM to MFL. No representative of this parcel was
present at the Public Hearing.
Chairman Saunders said the Board shall continue with the Connaught Parcel,
Lot 71 W from MFM to MFL.
Attorney J. Corbett, representing the Connaught Parcel, said he would like
to reaffirm his statement and objections voiced at the last Planning Board
Meeting. The Town will be reviewing the entire Comprehensive Plan next
year and it is unfare to rezone this parcel at this time; it is premature,
continued Attorney Corbett.
Next on the agenda, said Chairman Saunders, is the Slagle Parcel, Lot 58 W,
from MFM to MFL. There was no representative for this parcel present.
The members proceeded to the next agenda item which was the Deganahl
Parcel, Lot 57 W from MFM to MFL. There was no representative for said
parcel in attendance.
Attorney B. Taub, representing Broadview Savings & Loan, arrived at the
meeting late and was unable to comment when the Hoffman/Broadview Parcel
was discussed. At this time, he said the feeling of Broadview is their
rights are vested, as indicated at prior meetings, and he just wanted to
voice his object.

Chairman Saunders said that concludes the viewpoints of all the legal
representatives in attendance on the parcels that were enumerated.
Mr. D. Custage, President of the Highland Beach Civic League, said members
requested he come to this Public Hearing to express the League's
appreciation to the Planning Board for their efforts; the League is
dedicated to preserving the beauty of Highland Beach and the membership
feels secure the matter is in the right hands.
Town Attorney Sliney stated it should be made clear to the public that any
other comments they may have should be made now as the Planning Board is
adjourning the Public Hearing and going into the Regular Meeting where the
members will take whatever action they wish to take.
Chairman Saunders adjourned the Public Hearing of the Planning Board, Town
of Highland Beach, Florida, at 9:55 A.M.
