2004.10.26_TC_Minutes_Workshop_ TOWN OF HIGHLAND BEACH, FLORIDA TOWN COMMISSION WORKSHOP MEETING MINUTES Tuesday, October 26, 2004 1:30 p.m. Mayor Thomas J. Reid called the Workshop Meeting to order in Commission Chambers at 1:30 P.M. Acting Town Clerk Jane Dillon called the roll. The Mayor, Vice Mayor Joseph J. Asselta and Commissioners Robert Lowe, Rachael Scala-Pistone and Miriam S. Zwick were present. Town Attorney Thomas E. Sliney and Acting Town Manager Doris Trinley were also present, as were members of the general public. 1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA Mayor wished to amend agenda under New Business to discuss the Lyric Symphony Orchestra. • 2. PUBLIC COMMENTS AND REQUESTS Jason Brodsky, 4517 S. Ocean Blvd., asked if the Town has applied for funds from FEMA for renourishment of beaches. Mayor noted that he has contacted Adam Hasner who will assist, if reelected. If he is not, the Town will go directly to the State to apply for funds. It was also suggested that a consultant look for ways to obtain funds. Harold Hagelmann, Boca High, spoke on behalf of Joe Yucht about anon-political meeting at Boca High Oct. 27 at 7:30 p.m. to discuss the eight amendments to be voted on at the November election. 3. PRESENTATIONS NONE. 4. BOARDS AND COMMITTEES A) BOARD CORRESPONDENCE: NONE. B) BOARD VACANCIES were noted as follows: One (1) on Code Enforcement Board; One (1) on Public Safety Advisory Board; One (1) on Beaches & Shores Advisory Board. n LJ • Town Commission Tuesday. October 26 2004 Page 2 of 4 C) BOARD ACTION REPORT: NONE. D) MONTHLY BOARD MEETINGS: PREVIOUSLY SUBMITTED. 5. PROPOSED ORDINANCES AND RESOLUTIONS A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, REQUESTING THE STATE OF FLORIDA TO CONDUCT A FULL INVESTIGATION OF FLORIDA POWER & LIGHT'S PRACTICES. There was discussion as to how FPL handled the problems during the assorted hurricanes this past summer. The Commission felt the company handled the situations exceptionally well under the circumstances, and did not feel an investigation was in order. Resolution did not pass. 6. NEW BUSINESS DISCUSSION RE SECURITY SYSTEM FOR R.O. PLANT • It was noted that a security system would run $7,000 which was the second lowest bidder. The Commission agreed to installation of same at the new water plant. Carried over to Consent Agenda. DISCUSSION RE LYRIC SYNC ORCHESTRA Discussion revolved around the Town advertising to notify residents of schedule of concerts during the upcoming season. Several Commissioners were against the Town becoming involved as to setting a precedent. It was recommended that there are other avenues to notify residents, i.e. flyers in buildings, rather than spending Town funds. 7. REPORTS -TOWN COMMISSION COMMISSIONER MIRIAM S. ZWICK: Noted that several residents have expressed concern to her about Adelphia having at least three cost raises in a short period of time, and wondered if our agreement with Adelphia allows this to occur. Attorney Sliney suggested that a rep from Adelphia be invited to speak to the Commission regarding any concerns. She also spoke on the retitling of Jap Rock to Yamato Rock, and although it is past the October 1 cutoff to officially change the name, recommends the Town support this name change and forward to the appropriate agency to document the Towns support of changing the name. COMMISSIONER RACHAEL SCALA-PISTONE: Expressed her support for dune restoration, and that the Town should do something about the problem. She also suggested that Talent Bank applicants attend the Town Commission meetings to become more familiar with Town issues. Commissioner noted for the public that the main office has packets explaining the eight amendments on the upcoming election. COMMISSIONER LOWE: Complimented Jack Lee and his staff on getting the new water plant on line. • VICE MAYOR ASSELTA: Commended Joe Yucht on setting up the meeting for discussion of the eight amendments. He read the letter Ms. Trinley sent to the Library Director re the showing of Michael Moore's controversial Farenheight 911 movie the friday before the election. He noted his support of the letter, and stated that there was no support from the commission on showing the film. MAYOR REID: No report. 9. REPORTS -TOWN ATTORNEY Spoke about the Byrd Beach timeshare situation, noting that the Town code does not allow this, and is in violation of Town ordinances. 10. REPORTS -TOWN MANAGER No report. 11. CONSENT AGENDA 12. PUBLIC COMMENTS AND REQUESTS RELATED TO ITEMS DISCUSSED AT MEETING Harold Hagelmann spoke again on his support for the underground FPL wires, and asked the Town to pursue this vigorously with FPL.
