WORKSHOP MEETING MINUTES
Tuesday September 28 2004 1:30 p.m.
Mayor Thomas J. Reid called the Workshop Meeting to order in Commission Chambers
at 1:30 P.M.
Acting Town Clerk Jane Dillon called the roll. The Mayor, Vice Mayor Joseph J. Asselta
and Commissioners Robert Lowe, Rachael Scala-Pistone and Miriam S. Zwick were
present.
Town Attorney Thomas E. Sliney and Acting Town Manager Doris Trinley were also
present, as were members of the general public.
1. ADDITIONS DELETIONS OR ACCEPTANCE OF AGENDA
Mayor Reid noted that No. 2 under presentations (lessons learned) was being removed
from the agenda. A committee will be formed to look into the issues which will be
presented to the Commission at a later time.
• 2. PUBLIC COMMENTS AND REQUESTS
Jason Brodsky, 4517 S. Ocean Blvd., asked for an update on the beach renourishment.
Mayor noted that he spoke to Adam Hasner and the head of the Environmental
Commission, and will be receiving information from both within 2-3 weeks.
He noted that it has been expressed to him that Highland Beach should have a beach
renourishment program. Mayor also noted that sandbags and railroad ties cannot be
used to help replenish the beach.
Harold Hagelmann, Boca High, felt that FPL should put the electrical lines underground.
The would cause less power outages of which is also needed to service the sewer lines.
He would like the Commission to send a letter to FPL requesting Highland Beach be put
on the list to have this accomplished.
Joe Yucht, Boca High, spoke about the eight constitutional amendments that are on the
ballot for November, and that Mari Suarez contacted the Women League of Voters and
will be receiving copies of the amendments. He suggested having a meeting at Town
Hall for discussion purposes.
Bob Crozer, 4201 Intracoastal Drive, asked for financial help in fixing up the entrance
to Bel Lido. He noted that four bids have been received, ranging from $24,000 to
$40,000, and the least expensive was what the residents liked. The Mayor noted that
• the Town had allocated $25,000 toward the project.

3. PRESENTATIONS
ARCHITECT PETER CORRALES: MATERIAL PRICE INCREASES RE NEW
MUNICIPAL LIBRARY.
Mr. Corrales presented a request for material cost increase of $86,854.
The increase is due to the delay in opening the water plant, as the plant is storing
supplies on the library property, causing a delay in starting the library.
Commissioner Lowe did not agree with this reasoning, while Commissioner
Scala-Pistone supported the delay issues. Vice Mayor agreed that this must be
provided if the library is to be constructed. Carry over to Consent Agenda.
4. BOARDS AND COMMITTEES

B) BOARD VACANCIES were noted as follows: One (1) on Code Enforcement
Board; One (1) on Public Safety Advisory Board.

5. PROPOSED ORDINANCES AND RESOLUTIONS
A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, HONORING
FORMER CHIEF OF POLICE, ANTHONY M. CERVASIO.
Mayor Reid read Resolution into the record. Adoption of this carried over to Consent
Agenda.
6. NEW BUSINESS
DISCUSSION RE; PURCHASE AND INSTALLATION OF MOBILE DATA
TERMINALS FOR FIRE TRUCK 6 AND RESCUE TRUCK 6, PER DELRAY
BEACH FIRE/RESCUE.

8. REPORTS -TOWN COMMISSION
COMMISSIONER MIRIAM S. ZWICK: Congratulated the Police Dept under the
guidance of the new police chief on residents returning after the evacuation and the
orderly way in which it was conducted. She also spoke on the retitling of properties
throughout the state, and referenced the site in Highland Beach called JAP Rock, and
asked if the Town wants to consider changing the name. She suggested the name Yam-
a-to Rock.
• COMMISSIONER RACHAEL SCALA-PISTONE: Asked that Jack Lee be present
at the next Commission meeting to discuss what transpired during the evacuation for
hurricane Jeanne in regard to the water and sewer systems. She also noted that
Highland Beach is not a candidate for beach renourishment due to cost and lack of a
public beach. She also spoke about the side road improvements.
COMMISSIONER LOWE: Thanked staff for the outstanding job re hurricanes,
and the need to follow-up with the emergency team as to what we learned from the
storms.
.VICE, MAYOR ASSELTA: Also commented on the job the staff did, and noted
that as a plan was not followed, everything was coordinated "on the spot."
He noted that the emergency committee is important to form. He felt underground FPL
lines would be dif#icult to locate to repair should they be damaged by storm surge or
other environment issues.
MAYOR REID: Thanked the staff for all that was done, and noted that Mr. Moore
kept the lift stanions running, to keep from overflowing. Mayor suggested a letter of
commendati~zn be sent to the departments which were involved in the running of Town
Hall during the storm. He also stated the emergency committee will comprise of the
Commission and will meet as often as necessary to address the issues at hand.

9. REPORTS -TOWN ATTORNEY Presented an Ocean Cove update regarding the
dock issue, and that permits should be received within thirty days to proceed.
10. REPORTS -TOWN MANAGER Noted that the boil water notice was still in effect
until further notice, and will be posted on channel 19 when it is lifted.
11. CONSENT AGENDA None.
12. PUBLIC COMMENTS AND REQUESTS RELATED TO ITEMS DISCUSSED AT
MEETING
Harold Hagelmann spoke again on his support for the underground FPL wires.
He also noted that there is a state law requiring that shutters be put on condos.
Joe Yucht feels the statute indicates that the condo associations cannot force the
owners to put shutters on. He also heard that the library is $86,000 short due to price
increase for materials and that someone else will have to "kick in" for this. He feels
CH2MHILL should "foot" the bill, and hope there will be additional discussion. He also
referenced JAP Rock and that Comm. Zwick seems offended by it. She stated that she
was just referencing a news article.
Sgt. Reiger gave an update on the hurricane: County lifted curfew, no more check
points, dept. back to normal shifts. Several officers went to a FEMA class and started
a disaster recovery plan which is currently on hold. He thanked the residents for being
patient during the evacuation.

There being no further business to come before the Commission at this time, MOTION

at 3:00 p.m.
