MINUTES: PLANNING COMMISSION/LOCAL PLANNING AGENCY, TOWN OF HIGHLAND
BEACH, FLORIDA. FEBRUARY 8, 1984. PUBLIC HEARING BOCA HI
REQUEST FOR APPROVAL OF RPUD PLAN CHANGE.
Acting Chairman Irving S. Saunders called the meeting to order at 9:30 a.m.
advising this was a Public Hearing with due public notice, called to con-
sider request for approval of a change in plans for the Boca Highland
Inc., RPUD as has been submitted to the Planning Commission. The re-
cording secretary called the roll. The agenda is attached.
Present: I. S. Saunders, R. F. Blosser, W. J. Wernecke,
D. R. Rome, M. A. Waldman, Alt. #1
In the absence of Chairman Eugene L. Snyder due to illness, Mr. Saunders
as Acting Chairman called upon Mr. Thomas L. Delaney, representing Boca
Highland for a presentation of the proposed change in plans for buildings
"B" and "C" and Townhomes at Boca Highland.
Mr. Delaney spoke briefly on the proposed change for the Boca Highland
RPUD project, buildings "B" and "C", and Townhomes. Mr. Delaney then
introduced Mr. Paul Stevens of Schweizer Associates; Mr. John Glyman,
Post Buckley and Shuh, and Mr. Martin Perry of Perry, McArtin and Cox.
Mr. Glyman noted the Planning Commission had requested that a two build-
ing scheme be provided for the property, and reviewed the proposed
changes made in the revised conceptual plans.
• Mr. Saunders presented an air photo of the Town of Highland Beach, show-
ing the Town as it was approximately ten years ago. Mrs. Rome spoke of
the development of the Town and noted that the Carron House and Aberdeen
Arms should be considered a part of the RPUD inasmuch as they use certain
facilities of the Boca Highland development.
Mr. Wernecke quesVioned whether the parking at Braemar Isle was adequate,
and was advised parking adjacent to the entrance to allow for utilization
by guests, is part of the proposed plan.
Mrs. Rome read a letter dated February 8, 1984, from Town Attorney T. E.
Sliney, addressed to Mr. E. L. Snyder relative to Ordinance ##282 and time
periods as they apply to the Boca Highland RPUD. Copy attached. Mr.
Blosser moved to enter the letter as read into the record. Mrs. Rome
seconded the motion. Mr. Blosser voted aye, Mr. Wernecke, aye, Mrs. Rome,
aye, Mr. Waldman, aye and Acting Chairman Saunders, aye.
Following the reading, Mr. Delaney reviewed density allowances for Braemar
Isle, Dalton Place, Evanton Bay, the proposed "B" and "C" Buildings and
Townhomes, the Common Areas and the allowable units in the total RPUD
Zoning.

• Following a ten minute recess, members agreed to hold the following
meetings:

Mr. Sidney Richmond representing Aberdeen Arms spoke in opposition to
the proposed RPUD units, and commented upon the vehicular traffic exit-
ing and entering the Boca Hi area.
Mr. Emanuel Rothman spoke of the area in the vicinity of the Braemar
Isle building. Mr. John Donohue spoke of the Boca Hi model and Mrs.
Edith Haft spoke regarding the increase in the height of Townhouses.
Following a general discussion, Chairman Saunders moved to hire a con-
sulting architect to aid the Planning Commission with proposed changes
•in the Boca Highland RPUD plans for Building "B" and "C" and Townhouses.
Mrs. Rome seconded the motion. Mr. Blosser voted aye, Mr. Wernecke, aye,
Mrs. Rome, aye, Mr. Waldman, aye, and Acting Chairman Saunders, aye.
Mr. Waldman moved to request permission to hire an Attorney to assist the
Planning Commission in their review of the proposed changes in the Boca
Highland RPUD. Mrs. Rome seconded the motion. Mr. Blosser voted aye,
Mr. Wernecke, aye, Mrs. Rome, aye, Mr. Waldman, aye and Acting Chairman
Saunders, aye.
Acting Chairman Saunders called upon members of the audience for comments.
Mr. Mark Schorr, Attorney, spoke regarding changes in proposed plans for
Boca Hi. Mr. Lewis Kraft, Director of the Braemar Isle Condominium Assoc-
iation spoke of residents requirements and noted the change in the number
of the originally proposed tennis courts. Mr. Norman Genser spoke of
the pool area at the Beach Club and the possibility of the health haz-
ards created by the additional use of the pool by new residents.

Chairman Saunders called for a motion to adjourn the Public Hearing.
Mr. Waldman moved to adjourn the Public Hearing, Mr. Wernecke secondgd
the motion. Mr. Blosser voted aye, Mr. Wernecke,.aye, Mrs. Rome, aye,
Mr. Waldman, aye and Chairman Saunders, aye.
