MINUTES: PLANNING COMMISSION/LOCAL PLANNING AGENCY TOWN OF HIGHLAND
BEACH, FLORIDA. MARCH 14, 1984. CONTINUED DISCUSSION OF
. BOCA HI APPLICATION FOR PLAN CHANGE - BUILDINGS "B" & "
AND TOWNHOUSES. PUBLIC HEARING.
Acting Chairman Irving S. Saunders called the meeting to order at 9:20
a.m., advising this was a continuation of the discussion relative to the
Boca Hi application for change in plans for the "B" & "C" Buildings, and
the Townhouses. The recording secretary called the roll. The agenda is
attached.
Present: R. F. Blosser, W. J. Wernecke, I. S. Saunders,
D. R. Rome, M. A. Waldman, Alt. #$1
Mrs. Rome thanked the residents of Boca Hi for their cooperation in the-, _.
previous examination of plans presented by Boca Hi for approval.
Chairman Saunders advised that all Planning Commission meetings will be
hald at 9:30 a.m., unless otherwise indicated on notices posted.
Mr. Thomas L. Delaney, representing Boca Highland, Inc., spoke relative
to the request for approval of plan change and indicated he looked for-
ward to a referral to the Town Commission by the Planning Commission for
final approval.
•Mr. Delaney noted the representatives present were Mr. John Glyman and
Mr. T. H. Liebchen. Mr. Glyman reviewed the plans and changes made there-
on. Following Mr. Glyman's presentation, Mrs. Rome indicated the pres-
entation of plans is a whole new concept. Town Attorney T. E. Sliney
noted that services of Mr. Marvin Sanders, professional planner, had been
obtained in order to assist the Planning Commission in their determinations
regarding the application for change in the RPUD plans for Boca Highland.
Town residents in audience spoke regarding items noted in the review of
the plans. Mr. Harry Abrahmson, Mr. Emanual Rothman, Mr. Benjamin Cohen,
Mr. M. Shorr, Mr. Charles Hadalsey, Mr. David Costage, Mr. Jerry Stevens
and Ms. Sara Kaplan were among the residents who commented.
Mr_ Blosser read from letter dated February 21, 1984, relative to roof
lines on the Braemar Isle Townhomes, received from Mr. Robert Tansill.

Mrs. Rome noted the Planning Commission had obtained the services of Mr.
Marvin Sanders Town Planner, who is researching the Boca Hi RPUD history.
Mr. Sanders commented on the original Boca Hi RPUD, noted a survey and
site plan were submitted with the original application made by the dev-
elopers.
Following a general discussion, the following was submitted by Mr. Blosser,
"Resolved the application of Boca Hi for either three (3) or two (2)
buildings plus so-called low rises or townhouses is rejected because of
originally undisclosed overcrowding and inadequacy of recreational fac-
ilities within the RPUD,leading to residents' concerns regarding the
public safety, overly congested traffic conditions, and other diffi-
culties including population density that would be a major conflict with
the current Comprehensive Plan and the current Zoning of the Town of
Highland Beach.', Mrs. Rome seconded. The vote was as follows: Mr.
Wernecke, aye, Mr. Blosser, aye, Mrs. Rome, aye, Mr. Waldman, aye and
Chairman Saunders, aye.
A second motion was made by Mr. Blosser as follows: "Resolved this Board
additionally recommends that further development of the property shall be
confined to the erection of a single hi rise building, and no additional
• so-called low rises, to the maximum of the units permitted under the
Highland Beach Zoning Code uner the property's official RMM Zoning cat-
egory." Mr. Waldman seconded. The vote was as follows: Mr. Wernecke,
aye, Mr. Blosser, aye, Mrs. Rome, aye, Mr. Waldman, aye and Mr. Saunders,
aye. Copies of letters addressed to the Town Commission are attached.

ADJOURNMENT
Acting Chairman Saunders called for a motion to adjourn the Public Hearing.
Mrs. Rome moved to adjourn the meeting, Mr. Waldman seconded the motion.
Mr. Blosser voted aye, Mr. Wernecke, aye, Mrs. Rome, aye, Mr. Waldman, aye
and Mr. Saunders, aye. The Public Hearing was adjourned at 11:35 a.m.
