BEACH, FLORIDA. PUBLIC HEARING. EXTENSION OF BUILDING
MORATORIUM. DECEMBER 21, 1983
Chairman Eugene L. Snyder called the meeting to order at 9:00 a.m. advising
this was a Public Hearing, with due public notice, called for the purpose
of consideration of the adoption of a Building Moratorium ordinance regard-
ing the granting of Building Permits, approval of Building plans, and re-
zoning applications while the recommendations of Gee & Jenson Architects -
Engineers, Planners, etc., concerning proposed revisions to the Town of
Highland Beach Comprehensive Plan and Zoning Ordinance are under review
by the Town of Highland Beach.
The recording secretary called the roll. The agenda is attached.
Present: R. F. Blosser, W. J. Wernecke, E. L. Snyder,
I. S. Saunders, D. R. Rome.
Chairman Snyder called upon Attorney Lewis Petzold to review the procedure
followed in submitting the advertisement to the newspaper for publication.
Following Mr. Petzold's review, Chairman Snyder inquired if Dr. Milton K.
Miller in audience would comment upon his interest in the hearing. Dr.
Miller advised the members of the Commission that he was a resident of
the Town and felt privileged to attend meetings of the Commission.
Town Manager E. W. Roberts outlined the procedures to be followed in con-
ducting the Public Hearing for the purpose of consideration of the adopt-
ion of a Building Moratorium ordinance. Mrs. Roberts advised members of
the Planning commission of the procedures to be followed in submitting
copy to the local newspaper prior to the meeting. Mrs. Roberts noted that
proof of the ad prior to the appearance in the newspaper, will be reviewed
by the Town Clerk and Betty Lou Kolek.
Chairman Snyder called upon the members of the Planning Commission to
voice their recommendations regarding the Building Moratorium. Mrs. Rome
indicated she would recommend that the Planning Commission recommend to
the Town Commission that they take action to extend the Building Morator-
ium ordinance. Mr. Saunders agreed that the continuance of the Building
moratorium be recommended to the Town Commission.
Mr. Wernecke noted that the Town Com-
mission does need more time for review of the matter and Chairman Snyder
indicated he agreed with the members of the Commission.
Chairman Snyder called for a motion. Mrs. Rome moved that the ordinance
now under consideration by the Town Commission relating to the extension
of the existing Building Permit Moratorium had been considered and it is
the recommendation of the Planning Commission that it be adopted. Mr.
Blosser seconded the motion. Mr. Blosser voted aye, Mr. Wernecke, ayef
Mr. Saunders, aye, Mr. Snyder, aye and Mrs. Rome,aye.

It was determined that the motion be amended to include a time extension
for a period of six (6) months. Mrs. Rome so moved, Mr. Blosser seconded
the motion. Mr. Saunders voted aye, Mrs. Rome, aye, Mr. Snyder, ayef
Mr. Wernecke, aye and Mr. Blosser, aye.
ADJOURNMENT
Mrs. Rome moved to adjourn the Public Hearing. Mr. Saunders seconded the
motion. Mr. Wernecke, voted aye, Mr. Saunders, aye, Mr. Blosser, aye.,
Mrs. Rome,aye and Mr. Snyder,aye. The Public Hearing was adjourned at
9:25 a.m.
