MINUTES: PLANNING COMMISSION/LOCAL PLANNING AGENCY, TOWN OF HIGHLAND
BEACH, FLORIDA. FEBRUARY 16, 1983. REGULAR MEETING. SITE
PLAN REVIEW, VITALONE PROJECT.
• Chairman Gilbert P. Weiss called the meeting to order advising this was a
regular meeting of the Planning Commission/Local Planning Agency, Town of
Highland Beach, Florida. The recording secretary called the roll. The
agenda is attached.
Present: Dr. G. P. Weiss, C. Nastri, W. J. Wernecke, E. L.
Snyder, Dr. A. E. Tomeski.
Absent: Dr. G. C. Linn, I. S. Saunders
Chairman Weiss noted the first order of business to be approval of the
minutes of the meetings held January 12, 1983, and January 26, 1983. Mr.
Snyder moved to approve the minutes as submitted, Mr. Nastri seconded. Mr.
Wernecke voted aye, Mr. Snyder, aye, Mr. Nastri, aye and Dr. Weiss, aye.
Building Official Francis Hamzik read memorandum dated February 15, 1983
subject, Lot 5, Block 1, Bel Lido Subdivision, Zoned RML-1, address: 1023
Bel Air Drive, application for review submitted by Donald A. Bryson for
Joseph Vitalone.
•Mr. Hamzik questioned if the project is affected by the present partial
building permit moratorium. Town Attorney Thomas E. Sliney advised that
the project is not covered by the moratorium.
Following examination of the plan submitted, Chairman Weiss called for
comments from the public. Mr. Butler, Bel Lido subdivision resident ad-
dressed the members of the Commission relative to the design and location
of the proposed air conditioning facility for the project. Mr. Butler,
Mrs. Butler, Mr. Vassilaros, Mrs. Vassilaros and Mr. Donald Bryson for
Mr. Vitalone, were in audience. Mr. Butler noted he had no objection to
any other area of the plan submitted and suggested the contractor mount
the air conditioning unit on the roof to eliminate the possibility of
noise from the units when in operation. Mr. Bryson indicated the sugges-
tion would be considered and a redesigned plan submitted for examination
by the Planning Commission.
Members of the Commission agreed to meet on Thursday, February 24, 1983,
at 9:30 a.m. at the Vitalone site to examine the area. Mr. Bryson and
Mr. Butler and Mr. Vassilaros will join the Planning Commission members.
Chairman Weiss noted the plans submitted indicated -Brash containers in
the front of the proposed structure. Mr. Bryson advised he will provide
information relative to the size of air conditioning units and present
revised plans at the Planning Commission meeting scheduled for March 2,

• Chairman Weiss read letter written to Dr. Tomeski advising of his appoint-
ment as Alternate member of the Planning Commission, copy attached.

Mr. Hamzik noted the Coronado project developer has advised that curtain
blocks will be installed at the Coronado garage to block the garage lighting.
Chairman Weiss requested that Mike Caistor of the Delray Nursery be con-
tacted regarding the landscaping at the Vitalone project.
Town Manager E. W. Roberts noted the reports made by Building Official
F. Hamzik have been submitted to the Planning Commission and the Com-
munity Appearance Board. Mrs. Roberts commended Mr. Hamzik on the report
and the information contained in these reports.
Town Attorney Thomas E. Sliney spoke of examining the Time Share area of
Chapter 30, Code of Ordinances, Zoning. Members agreed to review this
section and discuss at the March 2, 1983 meeting.
ADJOURNMENT
Chairman Weiss advised the meeting to be adjourned at 11:00 a.m. The
next regular meeting is scheduled for March 2, 1983, at 9:30 a.m.
