1983.02.16_PB_Minutes_SpecialPage -1- MINUTES: PLANNING COMMISSION/LOCAL PLANNING AGENCY, TOWN OF HIGHLAND BEACH, FLORIDA. FEBRUARY 16, 1983. ZONING CHANGES. PUBLIC HEARING. • Chairman Gilbert P. Weiss called the meeting to order at 9:30 a.m., advis- ing this was a Public Hearing, with due public notice, called for the pur- pose of examining proposed amendments to Chapter 30, Zoning, of the Code of Ordinances, Town of Highland Beach, Florida. The recording secretary called the roll. Copies of the public notice and the agenda are attached. Present: Dr. G. P. Weiss, E. L. Snyder, W. J. Wernecke, C. Nastri, Dr. E. A. Tomeski Absent: I. W. Saunders, Dr. G. C. Linn Chairman Weiss advised the first order of business to be examination of the proposed deletion of the second paragraph of Chapter 30, Zoning, Sec- tion 8.4 "Certificates of Occupancy". Members were in agreement with the proposed deletion of the paragraph. The second item covered Chapter 30, Sec. 8.5, entitled "Expiration of Building Permit". Members agreed to changing the wording to read as follows: "If the work described in any building permit has not been substantially completed within two years of the date of issuance. ......" Ordinance 443 was examined, referring to the present partial building per- mit moratorium which expires May 31, 1983, the members agreed to recommend •the following: "An Ordinance of the Town of Highland Beach, Florida, to be designated as the partial building permit moratorium ordinance: re- lating to the suspension of applications for building permits for new con- struction and the issuance thereof; making legislative findings of fact; declaring the legislative intent and purpose of this act; declaring a moratorium on applications for and issuance of building permits for new construction; and providing for an immediate effective date." Regarding the Item #1, members voted for deletion of paragraph 2, Chapter 30, Sec. 8.4 "Certificates of Occupancy", as follows: Mr. Nastri, aye. Mr. Wernecke, aye, Mr. Snyder, aye, Dr. Tomeski, aye, Dr. Weiss, aye. Regarding Item #2, members voted for the proposed change in Chapter 30, Sec. 8.5 entitled "Expiration of building permit", as follows: Mr. Nastri, aye, Mr. Wernecke, aye, Mr. Snyder, aye, Dr. Tomeski, aye, Dr. Weiss, aye. Regarding the proposed extension of the present partial building permit moratorium which expires May 31, 1983, members voted as follows: Mr. Nastri, no, Mr. Wernecke, aye, Mr. Snyder, aye, Dr. Tomeski, aye, Dr. Weiss, aye. A letter of transmittal advising of this action will be forwarded to the Town Commission, copy attached.
