2004.09.07_TC_Minutes_SpecialTOWN OF HIGHLAND BEACH FLORIDA TOWN COMMISSION PUBLIC HEARING/SPECIAL MEETING MINUTES TUESDAY. SEPTEMBER 7 2004 5.01 P M Mayor Thomas J. Reid called the Public Hearing to order in Commission Chambers at 5:01 P.M. noting that this Public Hearing is for the purpose of obtaining public input for the 2004/2005 Fiscal Budget Acting Town Clerk Jane Dillon called the roll. The Mayor, Commissioners Robert L. Lowe, Rachael Scala-Pistone and Miriam S. Zwick were present. Vice Mayor Asselta was absent. Mayor Reid read this statement. The levy of 3.5512 operating Mills will result in a 15.37 percent increase of the rolled back rate of 3.0781. This increase is due to usual increases in the General Operating Budget. • The debt service levy is .4488 for a combined total of 4 Mills, the same as the millaage rate currently in place. This represents the 11th consecutive year at 4 Mills. Upon MOTION by COMMISSIONER ZWICK/COMMISSIONER LOWE, Mayor Reid opened the meeting to public comments. Jason Brodsky, 4517 S. Ocean Blvd., asked if there was anything in the Budget regarding any type of beach renourishment or any plans to do anything with the beach. He referenced a petition he had gotten signed for renourishment and brought up this issue several years ago, and expressed concern that the beach continues to erode. Mayor Reid noted the dune restoration Commissioner Scala-Pistone spearheaded, and that the beach naturally restores itself. Mayor Reid suggested this issue be referred to a committee to review. Per Mr. Brodsky's request, the town will investigate this with the State, yet if nothing can be done Mr. Brodsky needs to accept the result. John DeMarco, Coronado, noted that at a Meeting held on July 22, the Financial Advisory Board concluded review of the 2004/2005 Fiscal Year Proposed Budget. The members unanimously agreed the approval of the Budget as submitted. However, after a discussion on public works section, .page 35 line item 534.300 beach cleaning, the members all agreed that item should not be included. MOTION to adopt tentative Millage of tax levy was made by COMMISSIONER SCALA- PISTONE/COMMISSIONER ZWICK.
