HIGHLANDS PLACE. PUBLIC HEARING. Chairman Stephenson called the meeting to order at 9:30 a.m., advising this was a workshop meeting of the Planning Commission/Local Planning Agency, Town of Highland Beach, Florida. The agenda is attached. The recording secretary called the roll. Present: W. J. Wernecke, G. P. Weiss, E. L. Snyder, C. Nastri, I.-S. Saunders, B. S. Stephenson. Absent: R. K. Wagy Chairman Stephenson noted this workshop meeting was called for the examin- ation and discussion of a presentation of proposed revisions of the Com- prehensive Plan. Dr. Richard Orman, representing C. Milani, resident developer, addressed the Planning Commission, commenting on various soil types, native trees, native vegetation along the dunes and the outcropping known as "Jap Rock", existing on the ocean front at that point where Mr. Milani's property is located. Mr. Rocco Maragna, representing Mr. C. Milani, presented conceptual drawings of proposed plans for the Milani properties Lots #4 and #6 West, Lot #9 •and #10 West, Lots # and #5 East. Mrs. Milani, in audience, advised there weere'no plans at this time to build on the lot where the Milani residence is located. Mr. John Toshner, Gee & Jenson representative, advised he will examine the Milani properties prior to further discussion. Mr. Daniel H. Ja4les, Attor- ney, representing Mr. Milani, commented on Mr. Milani's efforts in developing plans for the proposed development of his property. Residents in audience, Mrs. Amelie Leng, Mrs. Doris Rome, Mrs. Irene Keller, Mrs. B. J. Stewart, Mr. Alvin Schneider, Mrs. Berger, spoke relative to water supply, refuse at development sites, taxes, questionnaires sent to Town residents, zoning, and the development of the Town of Highland Beach. Mrs. Rome submitted a petition signed by the residents of the Ambassadors East Condominium, copy attached. Mr. Lee Henderson presented a planning process chart for examination by the Planning Commission with a request for suggestions or recommendations. Mr. Henderson referred to the Proposed Comprehensive Plan - Goals and Objectives for the Town of Highland Beach, dated March 1982, submitted with the chart and suggested the contents of the Proposed Plan be reviewed by the Planning Commission at a public hearing, copy, of the preliminary • Preliminary Proposed Comprehensive Plan Goals and Objectives is attached. PASSIVE PARK Vice Chairman Weiss noted the Declaration of Covenants and Restrictions received with a letter from Town Attorney Thomas E. Sliney and reference to Parcel B in paragraph 2, Vice Chairman Weiss read from the "DECLARATION OF COVENANTS AND RESTRICT- IONS", as follows: Para 1. Use of Parcel B. ".....along or adjacent to the Westerly boundary of parcel B of the Real Property for the benefit of some or all of the inhabitants of Parcel A of the Real Property who shall have rights of ingress and egress over Parcel B." Town Attorney Sliney advised he will submit a revised copy of the Unity of Title. It was the consensus of the members of the Planning Commission that the passive park and boardwalk were common elements for the use of all resi- dents of Highlands Place. They are not for the use of the general public. ADJOURNMENT •Motion by Mr. Snyder, second, Mr. Wernecke, to adjourn the workshop meeting. Mr. Wernecke, voted aye, Mr. Nastri, aye, Dr. Weiss, aye, Mr. Snyder, aye and Chairman Stephenson, aye. The workshop meeting was adjourned at 11:45 a.m. A public hearing, with due public notice, is scheduled April 14, 1982, at 9:30 a.m. A regular meetin will fo hearing.
