Chairman Stephenson called the meeting to order at 10:00 a.m., advising this was a workshop meeting called for the examination of the Community Appearance Board Criteria and Procedures, and a review of the Memorandum of Law as presented by Mr. Peter J. Genovese. Copy of Memorandum of Law is attanhed. The recording secretary called the roll. The agenda is attached. Present:. W. J. Wernecke, C. Nastri, G. P. Weiss, E. L. Snyder and Ben S. Stephenson Absent: I. S. Saunders Mr. Genovese read from the Memorandum of Law and from the Florida State Statutes relative to the powers and duties of the Planning Commission, noting the Florida State Statutes 163.175; 163.180; 163.174 and from the Boca Raton Code Book. Mr. Genovese advised he had found no specified powers and duties for the Community Appearance Board in the Florida State Statutes. Town Manager E. W. Roberts noted the memorandum of Law was on the Town Commission Workshop Meeting Agenda scheduled for May 25, 1982 at 1:30 p.m. Chairman Stephenson indicated the Code of Ordinances for the Town of High - is land Beach must be clarified for members of the Planning Commission to effectively fulfill their duties. At Chairman Stephenson's request, Mr. Genovese agreed to act as a spokesman for the Planning Commission at the Town Commission meeting to present the questions raised by members of the Planning Commission. In reply to question relative to availing the Planning Commission of the services of Landscape Architects as consultants, Town Manager Roberts said the Planning Commission has the authority to avail themselves of the services of landscape architects without approval from the Town Commission. Mrs. Roberts noted that the costs of these services are borne by the developer and not the Town of Highland Beach. Chairman Stephenson read letter dated April 1, 1982, from the Community Appearance Board, subject "Coronado Beach Club", copy attached. Chairman Stephenson noted the letter requested that a review of the proposed con- struction at the Coronado Beach Club project be made by the CAB members before any Planning Commission approval is granted. Building Official F. Hamzik spoke of pavilions and setbacks and noted the Town Commission can make final decision on recommendation by the Planning Commission and the Community Appearance Board. 0 Page -2- MINUTES: PLANNING COMMISSION/LOCAL PLANNING AGENCY, MAY 25, 1982 WORKSHOP MEETING. Roberts read letter received from Gee & Jenson, Engin- eers, Architects, Planners, Inc., copy attached, requesting that a workshop, meeting be scheduled by the Planning Commission/Local Planning Agency. The purpose of this proposed workshop is to discuss: 1. Town growth implications 2. Proposed changes to the Land Use Element of the Comprehensive Plan 3. Related changes to the Town Zoning Ordinance. The agenda will combine discussion of the Comprehensive Plan and the Zoning Ordinance. ADJOURNMENT Following is the schedule for meetings in June 1982: JUNE 9, 1982 PUBLIC HEARING 9:30 A.M.
