WORKSHOP MEETING
July 29, 1982 2:00 P.M.
Mayor Horton called the meeting to order at 2:00 P.M. Those in
attendance were: Louis Y. Horton, Mayor; Mary Louise G. Blosser,
Vice Mayor; Commissioners John J. Basso, Edward J. Sullivan and
Harry Walker. Representing the Planning Commission were: Gilbert
P. Weiss, Chairman; Claude Nastri; Eugene L. Snyder; William J.
Wernecke; Irving S. Saunders and George C. Linn. Mrs. Elaine W.
Roberts, Town Manager and Rita Ebersole were also present.
Mayor Horton called the meeting to order at 2:00 P.M. saying that
this meeting was called at the suggestion of the Planning Commission
to discuss various matters regarding the comprehensive plan. Gilbert
Weiss, Chairman of the Planning Commission, stated that Lee Henderson
of Gee and Jenson was present to address the group and keep everyone
appraised of their study.
Mr. Henderson distributed an agenda for the meeting; recommendations
re Comprehensive Plan Land Use including two maps (1) Existing Land
Use Map and (2) Future/Proposed Land Use Map. He explained the
40 Comprehensive Plan while inviting inquiries from those present. He
said density was calculated on dwelling units. All dwelling units,
whether one, two, or three bedroom were considered one dwelling unit.
A vacancy rate was not calculated in the study nor was high season
population.
Commissioner Basso said there are only 240 acres of habitable land
in Highland Beach and according to this study there are 50 people
per acre.
Mr. Weiss said he felt mistakes were made in the past. The density
is in places like Villa Magna, Coronado, RPUDs and Royal Highland
for example. The Planning Commission has done their best to lower
density on the remaining land. He said the Planning Commission had
reduced density but not as much as Gee and Jenson originally
recommended.
Mr. Henderson said the Planning Commission had put long hours of study
into this plan. He advised the Town Commission to look over all of
the items distributed and provide their input to the Planning
Commission.

Mayor Horton explained that Florida statutes are such, that we
must first do the land use plan then get into the implementation
such as zoning.
Mr. Henderson stated that when the Town comes to a conclusion on
the Land Use Plan, they will be ready for Public Hearing. If the
Town Commission does not agree with the Planning Commission, they
can meet and try to have a final joint agreement or they can
present two or three proposals for the Public Hearing.
The consensus was that it would be best to have one presentation
for Public Hearing.
Generally speaking, Mr. Henderson said nearly all the land densities
have been lowered. In answer to one question, Mrs. Roberts said
there are no density transfer rights in our Town.
Comments were directed to the Town Commission from Dr. Richard
Orman and Mr. Milani.
The Town Commission decided to take all the materials distributed
and study same. Mayor Horton suggested they meet on Monday,
August 16th for a Workshop. They will then give their decisions to
the Planning Commission, who will meet on August 18th. We should
then be ready for a public hearing on the land use element.
Meeting adjourned at 3:45 P.M. on a MOTION by Commissioner Basso,
seconded by Commissioner Sullivan.
