MINUTES: PLANNINGC_O_MMISSION/LOCAL PLANNING AGENCY, TOWN OF HIGHLAND BEACH,
FLORIDA. REGULAR MEETING. OCTOBER 21, 1982. BOCA COVE -SITE
PLAN REVIEW.
• Chairman Weiss called the meeting to order at 9:40 a.m., advising this was
a regular meeting of the Planning Commission/Local Planning Agency, Town of
Highland Beach, Florida. The recording secretary called the roll. The
agenda is attached.
Present: C. Nastri, W. J. Wernecke, E. L. Snyder, I. S. Saunders,
Dr. G. P. Weiss.
Absent: Dr. G. C. Linn
MINUTES
Chairman Weiss advised the first order of business to be approval of the
minutes of the meeting held September 16, 1982, and October 6, 1982. Mr.
Wernecke moved to accept the minutes as submitted, Mr. Snyder seconded. Mr.
Nastri voted aye, Mr. Wernecke, aye, Mr. Snyder, aye, Mr.Saunders, aye and
Dr. Weiss, aye.
Chairman Weiss noted receipt of the following letters,copies attached:
Letter from E. W.Roberts to Mr. T. L. Delaney and Mr. R. A.
Murphy, re: Boca Beach Club Deck.
• Letter to Chairman Weiss from Town Attorney T. E. Sliney, re:
Comprehensive Plan, Florida State Statute 163-3184
Copy of Building Development Report, dated October 7th
Copy of letter from Mr. C. Nastri, dated October 18, 1982,
subject, Building Moratorium.
SITE PLAN REVIEW
BOCA COVE. 4520 SOUTH OCEAN BLVD. 27 UNITS, TOWN LOT 15W RMM 2.5 ACRES
LANDSCAPING. MR. J. MILLER REPRESENTATIVE PRESENT. JEMS REALTY & INVEST-
MENT CO.
Building Official F. Hamzik advised the members of the Commission that set-
back requirements were in accordance with the Code of Ordinances. Members
examined plans and requested additional amenities. A canopy for the shade
area was recommended with chattahoochie suggested for deck areas. Follow-
ing examination of plan, Commission members requested lighting plan for the
deck area. Members agreed to approve the plans subject to approval of light-
ing plans to be submitted to the Planning Commission prior to the next reg-
ular meeting.
At the conclusion of the site plan review, Mr. Snyder moved to approve a
recommendation for a physical site plan inspection by the Planning Commission
members, prior to approval of site plan applications. Dr. Weiss seconded
the motion, Mr. Nastri voted aye, Mr. Wernecke, aye, Mr. Snyder, aye, Mr.
Saunders, aye and Dr. Weiss, aye.

• Town Attorney T. E. Sliney noted the last Comprehensive Plan was approved pp oved
in 1978. Certain requirements in the Florida State Statutes should be
worked on to be submitted and included as a form to Town Manager E. W.
Roberts and Town Attorney T. E. Sliney.
Chairman Weiss called upon Mr. Mike Caistor, Delray Landscaping Inc. Mr.
Caistor advised the Commission of the procedures he would follow as a con-
sultant following examination of plans submitted for site plan review.
Mrs. Amelie Leng, Chairman of the Highland Beach Community Appearance Board,
in audience, discussed the need for professional services of a Landscape
Consultant. Following discussion, Mr. Caistor agreed to attend a Community
Appearance Board meeting at a later date.
ADJOURNMENT
Chairman Weiss advised the next regular meeting of the Planning Commission
will be scheduled for Monday November 22, 1982, at 9:30 a.m.
A Public Hearing will be scheduled for Monday, November 22, 1982, immediately
following the regular meeting.
