MINUTES: PLANNING COMMISSION/LOCAL PLANNING AGENCY. WORKSHOP MEETING.
OCTOBER 1, 1981. ZONING/COMPREHENSIVE PLAN.
Chairman Stephenson called the meeting to order at 12:30 p.m., advising
• this was a workshop meeting of the Planning Commission/Local Planning
Agency, Town of Highland Beach, Florida. The recording secretary called
the roll. The agenda is attached.
Present: B. S. Stephenson, G. P. Weiss, C. Nastri,
E. L. Snyder, R. K. Wagy
Chairman Stephenson noted that a public hearing, with due public notice,
will be held on Wednesday, October 14, 1981, for the purpose of preliminary
review and to receive input on the recommendations of the Town of Highland
Beach Planning and Zoning Consultants, Gee & Jenson Architects -Engineers -
Planners, Inc., to amend the Comprehensive Plan and the Zoning Code.
Town Manager E. R. Roberts noted that there are two existing vacancies on
the Planning Commission and advised that Mr. W. J. Wernecke and Mr. I. S.
Saunders have indicated an interest in becoming members of the Planning
Commission. Following introduction of Mr. Wernecke and Mr. Saunders, mem-
bers of the Planning Commission agreed to recommend to the Town Commission
the appointment of Mr. Wernecke as first Alternate and Mr. Saunders as
second Alternate.
Dr. Richard Orman, representing the "MARAVILLA" project, 2354 South Ocean
•Blvd., Lots 133/137 EAST and WEST, spoke of the plot plan and presented
conceptual drawings. Dr. Orman noted that the plans previously submitted
for preliminary review and approved, have not been changed and remain the
same as originally approved.
Town Manager E. W. Roberts spoke relative to development of the Town and
the contents and structure of the Comprehensive Plan and Zoning Code, and
noted the Town owns_ utilities presently serving the Town.
Town Attorney T. E. Sliney spoke relative to copy of the September 1981
Florida Municipal Record entitled "Zoning and the Impact of the Civil
Rights Act."
Mr. John Toschner, representing Gee & Jenson, Architects -Engineers -Planners,
Inc., spoke regarding the Comprehensive Plan, referring to the Plan as a
land regulatory tool. Mr. Toschner noted that a Public Hearing is scheduled
for Wednesday, October 14, 1981, at which time he will present suggested
revisions in the Zoning Code and the public will have an opportunity to
comment on suggested changes.
Vice Chairman Weiss requested that the results of the questionnaire mailed
to residents of Highland Beach, be submitted to the Planning Commission to
• be read into the record.

• A workshop meeting will be held prior to the public hearing on October 14,
1981, at which time suggested recommendations for changes will be reviewed.
Town Manager Roberts recommended that members of the Planning Commission
read the Comprehensive Plan and the proposed revisions to same, as pre-
pared by Gee & Jenson. Mr. Toschner suggested the Zoning Code be examined
and the density controls as noted in the Comprehensive Plan be reviewed.
ADJOURNMENT
The next regular meeting of the Planning Commission is scheduled for
Wednesday, October 14, 1981, immediately following the Public Hearing
scheduled for 10:00 a.m. Dr. Weiss moved to adjou Ae meeting, Mr.
