Chairman Stephenson called the meeting to order at 10:03 a.m., advising
that this was a Public Hearing, with due public notice, called for the
purpose of preliminary review and to receive input on..the recommendations
of the Town of Highland Beach Planning Consultants, Gee & Jenson Architects -
Engineers -Planners, Inc. tb amend the Comprehensive Plan and Zoning Code.
The Agenda is attached. The recording secretary called the roll.

Chairman Stephenson called for comments from the audience on suggested
revisions to the zoning densities as indicated on map presentation made
by Mr. John Toshner, Gee & Jenson representative -and as contained in Gee
& Jenson proposed revisions to the Comprehensive Plan and Zoning Ordinance.
Mr. D. H. James, representing Mr. C. Milani, questioned vested rights in
properties and noted that Mr. Milani was opposed to the proposed zoning
for his property. Town Manager-E. W. Roberts suggested that correspon-.
dence relative to the question might be initiated between Mr. Milani,
Attorney James and the Town of Highland Beach.
Mr. Peter Genovese spoke of the effect zoning changes might have on pre-
viously zoned property and future development. Town Attorney T. E. Sliney
advised he will examine the question and speak regarding the issue at a
later date. In reply to question by Vice Chairman Weiss, Mr. Genovese
indicated he is in favor of having present zoning remain as is and was
opposed to reducing densities.
Vice Chairman Weiss read summary sheet #3 of the Highland Beach Community
Survey mailed to residents in October 1981. Conv attached.
Mr. Richard Raab, resident, speaking on behalf of William Baker,
indicated that Mr. Baker was not in favor of the proposed revision
to the RS 1 Zoning, with regard to minimum lot sizes of 30,000 sq.
ft in Byrd Beach.
Mrs. Amelie .Leng, CAB Chairman, spoke relative to proposed zoning changes
suggested by Members of the Community Appearance Board.
Mrs. B. J. Stewart addressed the Planning Commission regarding single
family structure plans requiring approval by the Planning Commission and
Community Appearance Board, prior to issuance of building permits; base-
ments and garages under single family structures; and reduction in setback
requirements for single family zoned lots.
Mr. John Toshner, Gee & Jenson representative, spoke regarding proposed
40 revisions to the Zoning Code and advised the members of the Planning Com-
mission that a follow up will be made on the comments made by Highland
Beach residents on the Community Survey questionnaire.
