2004.08.02_TC_Minutes_Specialv TOWN OF HIGHLAND BEACH FLORIDA TOWN COMMISSION SPECIAL MEETING MINUTES MONDAY. AUGUST 2. 2004 1.30 P M Mayor Thomas J. Reid called the Workshop Meeting to order in Commission Chambers at 1:30 P.M. Acting Town Clerk Jane Dillon called the roll. The Mayor, Vice Mayor Joseph J. Asselta and Commissioners Robert L. Lowe, Rachael Scala-Pistone and Miriam S. Zwick were present. Mayor Reid noted that the item on the Agenda today is the resolution of outstanding matters from the July 26, 2004 Special Meeting. Mayor quoted form the Town's Code under Administration, Rule No. 3; "The presiding officer shall enforce order and decorum and appoint all standing and special committees, unless the commission otherwise directs." Rule No. 6: "Any motion, resolution or ordinance may be withdrawn by the mover or proposer at any time before amendment • or putting to a vote." Rule No. 12: "No member of the commission shall speak on any question nor discuss any matter, nor interrupt another, nor make a motion, without first addressing the presiding officer and obtaining his recognition." (In the Charter Sec. 4.03) Mayor read; "Upon vacancy in the position of Police Chief, the Town Manager shall present to the Town Commission a ranked list of all applicants for that position." Which in fact he (Ben Saag) did. March 19 the Commission was sent a letter by the Town Manager creating a police search committee. April 11 the committee issued an ad which was published and from that publication, 75 applicants were received within which there were four applicants from the police staff of highland beach. The committee received the 75 applicants which .were reduced to 17 including four courtesy names. That was then reduced to eight with the same four courtesy names, and that was further reduced to four candidates. As part of the program, the four selected candidates were approved for nomination at the regular meeting, where one would be selected. Our Vice Mayor made a motion which, unfortunately, I apparently did not pay attention to, accepted a motion to adjourn that was seconded when I should have al{owed Mr. Asselta, the Vice Mayor, to resolve the motion on the floor. Acting Town Clerk Jane Dillon restated the Motion: "VICE MAYOR ASSELTA made a MOTION to invite all four int~rna! `applicants to be interviewed, seconded by COMMISSIONER SCFiLA-PISTOI~E." • Town Commission Special Meeting August 2. 2004 Page 2 of 2 The following vote was taken: Scala pistone yes Zwick yes Lowe no Passed 3/2 Asselta yes Reid no Ms. Trinley noted that the internal applicants would be interviewed the morning of August 3, 2004. Attorney Sliney clarified how the selection process would proceed at the August 3 Regular Meeting. Mayor Reid stated- that the tape from the July 26 Special Meeting would be rebroadcast after this meeting was closed. VICE MAYOR ASSELTA objected, and made a MOTION that playing the tape be denied. COMMISSIONER SCALA-PISTONE seconded the motion. The following vote was taken: • Commissioner Zwick No Commissioner Lowe No Commissioner Scala-Pistone yes Passed 3/2 (to rebroadcast meeting) Vice Mayor Asselta yes Mayor Reid No Lengthy discussion continued regarding the candidate selection process. There being no further business to come before the Commission at this time, Mayor Reid adjourned the Special Meeting at 2:00 p.m. upon MOTION by COMMISSIONER LOWE/COMMISSIONER ZWICK.
