MINUTES: PLANNING COMMISSION/LOCAL PLANNING AGENCY. FEBRUARY 11, 1981
TOWN OF HIGHLAND BEACH, FLORIDA. COMPREHENSIVE PLAN/EMERGENCY
PREPAREDNESS AND OPERATIONS PLAN. WORKSHOP MEETING.
Chairman Johnson called the Workshop Meeting to order at 9:35 a.m. The
recording secretary called the roll. The agenda is attached.
Present: N. M. Johnson, J. M. Farrin, R. B. Myers, W. Bonny,
E. J. Sullivan, B. S. Stephenson (Alt.) R.K.Wagy (Alt.)
Chairman Johnson noted that a letter received from Mrs. C. P. Anthony of
4229 Intracoastal Drive, requesting consideration for a Special Exception
for property located on Lot 32, Block 4, Subdivision BEL LIDO, Highland
Beach, Florida. Chairman Johnson advised that a letter dated January 28,
1981, has been received from Mrs. Anthony indicating she has decided not
to ask for a hearing for a Special Exception, letter attached.
Chairman Johnson advised the members of the Commission that the Capital
Improvements Program previously scheduled to be examined at this time has
not been included on the agenda for the Public Hearing, pending the reso-
lution of the question on advertising time required. Town Attorney T. E.
Sliney will be contacted relative to required time.
The Emergency Preparedness and Operations Plan for the Town of Highland
Beach was reviewed by members of the Planning Commission. Town Manager
E. W. Roberts read suggested revisions to be considered by the members of
• the Commission, draft copy with revisions, is attached.
Chairman Johnson read pages I and II, showing the Purpose, Objective,
Scope and a Summary of the purpose of the Emergency Preparedness and Oper-
ations Plan as prepared and submitted by Mr. Walter Bonny, attached.
Mrs. Roberts noted the revised material for the Plan will be retyped and
distributed to the Town Commission and Planning Commission. The Planning
Commission will again review the proposed Plan and make any recommendations
to the Town Commission.
Chairman Johnson noted the next item to be considered was Planning Com-
mission's proposed Field Trip Committee and procedures to be followed by
the members of the Committee. Mr. Walter Bonny, Mr. E. J. Sullivan and
Mrs. R. K. Wagy were appointed as members of this Committee to study plans
and building sites and report on findings at proposed sites. Field trip
meetings will be posted and plans and sites examined prior to regular
Planning Commission meetings.
Mr. Don Wilson of the Town of Highland Beach AIA Traffic Study Committee
addressed the Planning Commission relative to future plans of the Depart-
ment of Transportation regarding SR AlA. Mr. Wilson noted the need for
deceleration lanes and advised that suggestions have been received for
• extending the 40 miles per hour speed limit from the Highland Beach Town
limit to the kSpanisliver oulevard. The Workshop meeting was adjourned
