1979.06.13_PB_Minutes_SpecialMINUTES: PLANNING COMMISSION/LOCAL PLANNING AGENCY, TOWN OF HIGHLAND BEACH, FLORIDA. PUBLIC HEARING. BOCA HIGHLAND, BUILDINGS "B", "C", TOWNHOUSES, RPUD. JUNE 13, 1979. Chairman Boscove called the meeting to order advising this was a public hearing, with due public notice, called to consider request for approval of changes in plans for the Boca Highland, Inc., RPUD, as it relates to Buildings "B", "C" and Townhouses. The Agenda is Attachment "A". The recording secretary called the roll. Present: C. B. Blankenship, N. M. Johnson, J. A. Boscove, J. M. Farrin, R. B. Myers, W. Bonny (Alt.) Absent: L. O. Edlund (Alt.) In attendance were Town Attorney T. E. Sliney and Building Official F. Hamzik. In addition Mr. Thomas L. Delaney, Mr. Paul Twitty, Mr. Richard Rodgers, Mr. Byron Maharrey (Boca Highland), Mayor L. Y. Horton, Vice Mayor R. E. Mumford, were in audience. Chairman Boscove called upon Mr. Delaney for a presentation of the proposed changes in plans. Mr. Delaney introduced Mr. Paul Twitty who detailed changes previously presented and examined. A general discussion followed covering the proposed sixteen (16) story buildings ("B" and "C") and the 2 story garage section sites "B" and "C" showing tennis deck and pedestrian deck, Attachment "B", dated June 13, 1979. Mr. Twitty indicated the tennis deck atop the garage section will be unlighted with an open mesh tennis 40 screen around the courts. Adm. Farrin noted that he felt the Planning Commission should forward the request of Boca Highland to the Town Commission to approve the recommendation but to recommend that the Town Commission negotiate some reduction in density to compensate for the additional height of buildings and the addition of multi -storied garage buildings, with tennis courts on the roof, compared to the approved RPUD. The other members of the Planning Commission did not agree with this recommendation. Mr. Rodgers noted the current line dispute involving Lot #13 and the Boca Highland property and advised that negotiations are under way. At the conclusion of the discussion, motion was made by Mr. Blankenship to approve the site plans as submitted for Buildings "B", "C", and Townhouses for Boca Highland, Mr. Myers seconded the motion. The recording secretary polled the vote; Mr. Blankenship, aye, Mr. Johnson,aye, Adm. Farrin, aye, Mr. Myers, aye, Mr. Boscove, aye. A letter will be written referring the revised site plan for the "B", "C" and Townhouse phase of the Boca Highland RPUD, to the Town Commission for final action (Attachment "C"). Adm. Farrin urged that details important to the Town covered at this meeting and at the Town Commission meeting to be held, be documented so that what has been approved and what is contemplated by Boca Highland, Inc., will be clear. Members of the Planning Commission present agreed that special care •should be taken to ensure the preservation of the tapes of this meeting as documentation for future reference. Chairman Boscove advised that the regular meeting of the Planning Commission would follow a ten minute,recess.
