REQUEST FOR SPECIAL EXCEPTION LOTS_#92, #93, #94, "THE CLARENDON", DIGBY C. BRIDGES. MAY 9, 1979. • Chairman Boscove called the meeting to order at 7:55 p.m., advising this was a public hearing called for the consideration of a request for a special exception, a change in our current zoning, by the Park Development Group for Lots #92, #93 and #94, East. The agenda is Attachment "A". The recording secretary called the roll. Present: C. B. Blankenship, N. M. Johnson, J. A. Boscove, J. M. Farrin, R. B. Myers, W. Bonny (Alt.) Absent: L. O. Edlund (Alt.) Chairman Boscove advised that under current zoning, certain lots being wider than they are deep, petitioners are allowed to request a special exception to allow structures wider than the current ordinance permits. Mr. Charles Danto and Mr. Digby C. Bridges, representatives of the Park Tower Development Group, were present. In audience were Vice Mayor R. Mumford, Commissioner H. Storm, Commissioner H. Bauer, Commissioner P. Genovese and Town Attorney Thomas E. Sliney. Mr. Danto read from letters received from Mr. Francis Hamzik, Building Official, Highland Beach, dated November 17, 1978 (Attachment "B") and •from Joseph Landers, Jr., written to George Lucera, dated February 5th, 1979, (Attachment "C"). Mr. Danto presented models of the proposed structures noting the proposed number of units was 43, with one of these to be a manager's apartment. A total of 14 stories are proposed, with 12 of these to be habitable units and two floors underground for storage, recreational and utility facilities. The proposed structure is to be 129.05 ft. high, 130 ft. wide, 122 ft. deep. The side setbacks are to be 51.3 ft. on north side; 22.87 ft. on south side to the garage. The garage is to be 22.07 ft. to the top. A planter wall, three feet high and four feet wide will surround the pool and tennis court area atop the garage. This uncovered area will be screened. The tennis courts will not be lighted. Mr. Danto advised that the area to the tower structure will be 168.33 ft., on the south side and 51.33 ft. on -the north side. A five ft. wall is to be erected on the south property line with a hedge and gate on the north side of the property. There is a 15 ft. easement on the south side. The present zoning ordinance requires a 90 ft. front setback for this district. The two story covered parking area is not located beneath the principle structure, as required in Ord. #336. The application includes a request for a one (1) unit bonus. Seawall construction is proposed, with approval to be obtained from the Department of Beaches and Shores. Commissioner Genovese noted he liked the concept of the single building rather than several buildings. At the conclusion of the examination of presentation by Mr. Danto, and the general discussion, Chairman Boscove read from the Decision and Findings on Petition for Special Exception, Attachment "D", Mr. Johnson moved to approve the recommendation as required in Ord. #336, Ch. 30, Sec. 9 (a) for the granting of a Special Exception requested for Lots #92, #93 and #94, seconded by Mr. Blankenship. Mr. Johnson voted aye, Mr. Blankenship, aye, Adm. Farrin, aye, Mr. Myers, aye and Chairman Boscove, aye. The public hearing was adjourned at 9:00 p.m. AP PROVED : • Lucille S.
