Chairman Boscove called the meeting to order at 7:35 p.m., advising this was a regular meeting of the Planning Commission/Local Planning Agency. The recording secretary called the roll. The Agenda is Attachment "A". Present: J. A. Boscove, N. M. Johnson, R. B. Myers, J. M. Farrin, C. B. Blankenship, W. Bonny. Absent: O. L. Edlund MINUTES Chairman Boscove advised the first order of business to be approval of the minutes of the meeting of January 10, 1979, previously examined. Mr. Johnson moved to accept the minutes as presented, Mr. Blankenship seconded. All aye votes. Chairman Boscove advised the next order of business to be approval of minutes of the Public Hearing held on February 7, 1979. Mr. Johnson moved to approve the minutes as presented. Mr. Myers seconded. All aye votes. A discussion followed relative to minutes of the Public Hearing. It was unanimously agreed to amend the minutes to read on line 29, page 1, "The parking under building and the outside peripheral parking is now incorporated in a single higher structure". • S ITE PLAN REVIEWS Chairman Boscove noted that Building Official Francis Hamzik, was unable to attend the meeting and the Planning Commission would make only prelim- inary examinations of the site plans presented at this time. This meeting will be recessed until Wednesday, March 21, 1979, at 7:30 p.m., at which time the Planning Commission with Mr. Hamzik, will examine the plans pre- sented for approval. LOT #101 WEST. OWNER - P. CONNOR. APPLICANT - R. BELK & W. VILLAVASO MARC WEINER, REPRESENTATIVE, PRESENT. Plans for the proposed 10 story structure (height 85.23' above crown) with 75% interior parking, were presented with request for bonus credit to allow for 60 units. Following discussion, the Planning Commission recommended the applicant present plans for further consideration at the meeting scheduled for March 21, 1979. Applicant was advised to present information from the State in connection with his request for bonus ap- proval. LOT #102 EAST AND WEST. CANSTATE REALTY (OWNER'S AGENT). MR. ATTILA HOLLOHAZY, REPRESENTATIVE, PRESENT. Plans for proposed 11 story structure (height 120' above crown) with 9 residential floors and 2 interior parking floors, 45 dwelling units ( 1 bonus) • Total 13 floors. The plans include an easement from west to east of AIA. Strahm, Subdistrict Manager, Dept. of Environmental Regulations, Attachment "B", advising that Canstate Realty Ltd., will require a permit from the Dept. of Environmental Regulations prior to any construction on the site. App- licant is to return with plans for Planning Commission site plan review at meeting scheduled for March 21, 1979. LOT 5 BLOCK 2, W. AlA, TRIPLEX GLENN OWEN, PRESENT To be examined at meeting scheduled for Wednesday, March 21, 1979. LOTS #92, 93, 94, PARK TOWER GROUP C. DANTO OWNER PRESENT Plans for proposed 14 story structure (height 129.05 above crown) with 72 covered and 9 open parking units. Total 43 dwelling units. Applicant to return with plans for Planning Commission site plan review at meeting scheduled for March 21, 1979. BOCA HIGHLAND, DALTON PLACE GARAGE MR RICHARD RODGERS, MR THOMAS L. DELANEY, PRESENT. Revised plans were presented showing change from previous canopy covered parking to garage building parking. This enclosed garage structure, for •residents of Dalton Place, is to have no parking on the roof. The roof is to be used only to provide a protective exterior for the garage structure Motion was made by Mr. Myers to accept the drawingsas presented for a one story parking structure not to exceed ten (10) feet in height. Mr. Blankenship voted aye, Mr. Johnson, aye, Mr. Boscove, aye, Mr. Myers, aye and Adm. Farrin, nay. The drawingsfor the garage structure shown on plans submitted March 14, 1979, #A-160A, dated 10/24/77, Revised 11/28/77, 1/25/78, 2/23/78 and 1/26/79 with #A-160A, A 26, Dated 1/12/79, 1/26/79, 2/12/79, were accepted as pre- sented. I BRAEMAR ISLE General discussion followed relative to changes in proposed Braemar Isle plans which included increased blocking of view of garage building provided by raising the ridge line of the Town Houses above the height of the garage, and the following: 16 Stories Not 17 226 Apartments Not 241 26 Townhouses Not 18 is 252 Combined Total Not 259 # of Units New Garage Height Not 39 Ft. 29 Ft. Blending of adjoining Townhouses and Garage with same siding. Additional trees and landscaping to conceal Garage. Plans will be presented to Planning Commission at later date for final approval. NEW BUSINESS Mr. Boscove noted receipt of a letter from Mrs. Roberts, dated February 20, 1979, relative to paved parking areas in Town and the possibility of limit- ing the percentage of paved areas in districts of the Town allocated to parking. Mr. Myers will contact the City of Delray office responsible for this issue and Mr. Bonny and Mr. Blankenship will contact the Boca Raton office. Mrs. Roberts will be requested to contact Palm Beach personnel handling this matter. Information received from these sources will be reviewed at a later date. At the conclusion of the discussion, Chairman Boscove advised this meeting would be recessed until Wednesday, March 21, 1979, at 7:30 p.m., at which time the applicants scheduled for site plan review at this meeting,will be • heard.
