Chairman Boscove called the meeting to order at 7:45 p.m., advising this
was a regular meeting of the Planning Commission. The recording secretary
called the roll. The Agenda is Attachment "A".
Present: J. A. Boscove, J. M. Farrin, C. B. Blankenship,
R. B. Myers, Building Official F. Hamzik.
Absent: A. Allen, N. M. Johnson, O. Edlund
MINUTES
Chairman Boscove advised the first order of business to be the approval
of minutes of the meeting of September 13, 1978, previously examined.
Mr. Blankenship moved that the minutes be approved as presented, seconded
by Admiral Farrin. All aye votes. The minutes were approved as presented.
NEW BUSINESS
PROJECT "TRAFALGAR" LOT 109 MR. WILLIAM ALGUIRI AND MR. OSCAR VA.GI PRESENT
Chairman Boscove indicated the plans submitted for site plan review by
Mr. William Alguiri for development of Town Lot ##109, would be examined.
Mr. Oscar Va gi,. Architect, indicated the proposed building would be eleven
• stories high, five units per floor (four units on first floor), underground
parking, exercise rooms, saunas,new seawalls, docks on Lot ## 109, West
of AlA. Application may be made for approval for Townhouses to be con-
structed on Lots west of AlA. At the conclusion of presentation by Mr.
Vagi, and Mr. Alguiri, Planning Commission members agreed on tentative
approval for maximum bonus allowance pending presentation of final plans.
Referred applicant to Community Appearance Board for approval of landscape
plans.
PROJECT "BOCA HIGHLAND" - WEST - MR. R. RODGERS MR. PAUL TWITTY MR. MAHARREY
PRESENT.
Mr. Paul Twitty, architect, presented drawings and conceptual plans for
Townhouses to be built on Lots ##2A West. Twelve units, (six, four-story
attached buildings, located north of Dalton Place Building), attached
buildings, each with two units of two floors. Dock space for small boats,
enclosed garages, elevators. Site plans for the Townhouses were approved
as presented.
BOCA HIGHLAND EAST - BEACH CLUB
Plan presented included entrance, pool, two story structure, pool deck,
shower, rest room, social and recreation room, catering kitchen and bar.
Beach Club membership to be open to all residents of Boca Highland . State
•of Florida, Department of Natural Resources has issued a "Variance of
Coastal Construction Setback Requirements of Section 161.05 2, Florida
Statutes for construction to be started on or before March 26, 1979, and

completed on or before March 26, 1980, for project located approximately
250 feet south of and to the Dept. of Natural Resources reference monument
R-204, Palm Beach County, Florida", (Attachment "B").
Admiral Farrin moved to approve the site plans as submitted for the East
Side of AlA, RPUD 1, Mr. Myers seconded. Mr. Blankenship, Adm. Farrin,
Mr. Myers, Mr. Boscove, voted aye for approval of plans as submitted for
the East Side. The Planning Commission referred Boca Highland represen-
tatives to the Community Appearance Board for examination of landscaping
plans.
TOWNHOUSES OF HIGHLAND BEACH - P. CONNOR, MARC WEINER, ARCHITECT PRESENT
LOTS 123/124 EAST AND WEST OF SR AlA
Mr. Weiner presented a revised site plan indicating transfer of pool
location to East Side of AlA. Following discussion relative to parking
on Lots 123/124 West, Chairman Boscove referred Mr. Weiner to Town of
Highland Beach Code of Ordinances, Page 15, Sec. 5.9 (a), (b).
Following examination of revised site plan, members of the Planning Commission,
• Mr. Myers, Admiral Farrin, Mr. Blankenship, and Chairman Boscove, agreed
to tentatively approve site plans with the provision that Lots 123/124 West
of SR AlA remain open landscape and are approved by the Community Appearance
Board.
PARKER EAST AND WEST CONDOMINIUMS - LOT 13 EAST AND WEST OF SR AlA
EAST
Mr. Roy Flack, representing Parker Condominiums, presented site plans for
construction of seven story building, four apartments per floor. Partial
underground parking, approved by Fire Marshall. Following examination and
discussion, members of the Planning Commission agreed to approve the site
plans submitted for Lot 13 East.
WEST
Mr. Flack indicated the proposed structure would be twelve floors, with
four units per floor. Tennis courts and partially covered parking areas
with planters on roof of parking area were to be included. It was the
consensus of the members of the Planning Commission that following approval
of landscape plans by the Community Appearance Board, plans are to be pre-
sented to the Planning Commission for final site plan approval.

Site plans indicating setbacks were presented by Building Official F. Hamzik,

Plans as presented were approved by the Planning Commission.
ADJOURNMENT
The next regular meeting of the Planning Commission is scheduled for
Wednesday, November 8, 1978, at 7:30 p.m. The meeting was adjourned at
11:25 p.m.
