MINUTES: PLANNING COMMISSION/LOCAL LAND PLANNING AGENCY -WORKSHOP
MEETING - JANUARY 23, 1978. ZONING . DR. RICHARD ORMAN.
at 7:00 p.m.
Chairman Boscove called the meeting to order/advising this was a work-
shop meeting called to further examine the proposed zoning ordinance
revisions prepared by Dr. Richard Orman, for the Town of Highland Beach.
The recording secretary called the roll.
Present: A. Allen, J. A. Boscove, J. M. Farrin, R. B.
Myers.
Absent: N. M. Johnson, 0. Edlund
Dr. Orman reviewed Page 5, of the proposed Zoning Ordinance Revisions,
including density for Multiple Family Medium (RMM), the density bonus
and parking. The discussion included recreational facilities, coastal
setback line, minimum lot width and height regulations.
The review continued with the following recommendations:
Page 5. (b) recommended: Accessory uses: delete "tool sheds".

(10) recommended: At least two (2) car spaces per unit up
to fifty (50) units. In excess of fifty (50) units,
should be 1 3/4 spaces per unit. This includes employee
and service parking. (See "Recommendations. Page 14,
Minutes of 1/23/78).

Page 8. G S D Reviewed contents. General discussion covered coastal
setbacks, sea walls on ocean front property, interface
and mangrove areas.
Page 10. 5.2. Fences, Walls and Hedges
recommended: Cover chain link fence with hedge planted
outside of fence, inside of property line.
Page 11. (b) recommended: Delete "tool sheds, boat houses" change
to read "pool houses, not to exceed three (3) feet in
r height".

(d) Delete through "advantageous". Delete from "No roof
through "Section 5.3.(b)
Page 12 5.6. Essential Services:
• recommended: Delete "whenever practicable".
5.7. Temporary structures:
recommended: Delete "both".

(b) Landscaping and screening requirements.
recommended: Two level parking areas shall be provided
with curtain wails to obscure autos from view and
further shall be screened along fifty (50) percent of
all street sides by vegetation which is a minimum of
20 feet in height at the time of planting and must not
obstruct access to fire and other emergency vehicles.
General discussion included recommendation that installation of davits
be approved as boat lifting devices within allowed dock area.
Sec. 5.7 Temporary Structures: recommend approval of application for
special exception by Town Council required for renewal of permit for
period of longer than two (2) years.
Sec. 5.8 Developments Divided by Road Right -of -Ways, recommended for
approval by Town Commission.
At the conclusion of the discussions Chairman Boscove declared the
workshop meeting adjourned, at 10:15 p.m.
• The next workshop meeting for continued discussion and examination of
the Proposed Zoning Ordinance Revisions is scheduled for Monday, Janu-
ary 30, 1978, at 7:00 p.m.
