MEETING, ZONING, NOVEMBER 14, 1977.
Chairman Boscove called the meeting to order at 7:05 p.m., advising this
®was a regular meeting of the Planning Commission, the agenda is Attachment
"A". The recording secretary called the roll.
Present: A. Allen, J A. Boscove, N.M. Johnson, J. M. Farrin,
R. B. Myers, H. C. Storm, (Alternate) and 0. Edlund,
(Alternate) .
MINUTES
Chairman Boscove advised the first order of business to be examination and
approval of the following minutes:
Regular Meeting October 5, 1977
Workshop Meeting October 17, 1977
The minutes having been previously examined, Vice Chairman Johnson moved
to accept the minutes of October 5, 1977, as presented. Adm. Farrin secon-
ded. All aye votes. Vice Chairman Johnson moved to accept the minutes
of October 17, 1977, as presented. Mr. Myers seconded, all aye votes.
The minutes were accepted as presented.
NEW BUSINESS
• A general discussion followed relative to the Joint Meeting of the Town
Commission and the Planning Commission, held on Monday, November 7, 1977.
Recommendations made during the general discussion included having a member
of the Town Commission attend all Planning Commission meetings, and the
suggestion to have a simple site plan review on all plans before a building
permit is issued.
Chairman Boscove noted receipt of a letter from Mrs. Roberts, Town Manager,
Attachment "B". Request is to be made of the Town Manager to attend the
preliminary meeting scheduled to be held by the Palm Beach County Area
Planning Board, November 17, 1977. This meeting called to discuss the
formation of a Planning Technical Advisory Committee. Adm. Farrin has
volunteered to attend all future meetings of the; proposed Committee.
Ordinance #223, effective January 8, 1974, was noted. Following discussion,
the Commission recommended that a letter be written to the Board of Ad-
justment to contact the Planning Commission relative to all requests for
Special Exceptions, according to the Code of Ordinances, Ch. 30., Sec. 9.2(a).
Chairman Boscove noted the availability of low profile pool pump houses
three ft. in height, thus conforming with Highland Beach Town Code of
Ordinances. The Commission recommended that a letter be written to the
•Palm Beach County Health Department suggesting these structures be examined
for approval by the County Health Department, Attachment "C".

• UNFINISHED BUSINESS
Minutes of the Joint Meeting of November 7, 1977, were discussed. Follow-
ing discussion, the following amendment was approved for inclusion in the
minutes:
"Because of the procedure employed there was limited
opportunity for Planning Commission members to participate
in the discussion at the joint meeting. The Planning
Commission was not requested to, and did not participate
in, voting on the above recommendations."
Mrs. Allen moved to accept the minutes as amended, Adm. Farrin seconded.
All aye votes, the minutes of the Joint Meeting of November 7, 1977, were
accepted as amended. The names of Town Commission members.4areTto be in-
cluded in the minutes, Vice Mayor Horton, Commissioners Joy, Mumford and Clark.
ADJOURNMENT
The next Regular Meeting of the Planning Commission is scheduled for
Monday, December 12, 1977, at 7:00 P.M.
• Mrs. Allen offered the motion to adjourn, seconded by Adm. Farrin. Chair-
man Boscove declared the meeting adjourned at 9:00 P.M.
