1977.09.21_PB_Minutes_Workshopr MINUTES: LOCAL LAND PLANNING AGENCY/PLANNING COMMISSION, WORKSHOP MEETING, SEPTEMBER 21, 1977, ZONING. DR. RI_CHARD ORMAN. •Chairman Boscove called the meeting to order at 7:40 p.m., advising this was a Workshop Meeting of the Planning Commission, called to further review existing zoning codes and to consider possible changes. The Agenda is Attachment "A". The recording secretary called the roll. Present: J. A. Boscove, N. M. Johnson, J. M. Farrin, R. B. Myers. Absent: A. Allen, H. Storm, 0. Edlund Chairman Boscove requested Dr. Orman,in audience, to advise the Commission regarding the proposed schedule of hearings for the examination of the Zoning Code. Dr. Orman indicated there would be a series of four inven- tory meetings, (1) a workshop meeting to discuss possible changes, (2) similar meeting with the Planning Commission and the Town Commission, (3) a meeting with the staff of the Town.of Highland Beach dealing with the zoning changes and the preparation of the document, and (4) a meeting with the Town Commission and the Planning Commission in an attempt to come to an agreement regarding the inherent policies to be put in the document. Following the initial four meetings, additional public hearings may be held to consider any additional changes to be made. Chairman Boscove noted the need for review of the LUI system, the variance •procedures and special exceptions. At the conclusion of the discussion with Dr. Orman it was determined that Dr. Orman will be available for Planning Commission Meetings on Monday evenings, meetings will be scheduled accordingly. Chairman Boscove acknowledged receipt of a letter from Acting Mayor Robert Clark, Attachment "B". Action to be taken at next Regular Meeting. Min- utes of the meeting of September 7, 1977, were examined and will be pre- sented for approval at the Regular Meeting scheduled for October 5, 1977. It was agreed that the tentative maximum for the district 'High', be noted as 25 UPA in these minutes. Town Attorney Sliney, in audience, recommended that Government legal des- cription of properties be included as addendum with the proposed Compre- hensive Land Use Plan Map, with Town Lots shown in addition. RICHARD ORMAN. •A general discussion continued with reference to Sec. 3.1., "SPECIAL EXCEPTIONS" RM (a) and (b). It was agreed the members of the Commission would check the proposed Comprehensive Plan in connection with this section, prior to the next meeting. �J Following a general discussion regarding Page 30-9, Para. "TR", the members agreed that all uses other than those normal and in keeping with the character of the neighborhood, should come before the Planning Com- mission. It was the consensus of the members present that a procedure for building permits for all homes, be included in the Zoning Code. This to be added to Section 11, Page 30-75 "Duties of Zoning Administrative Official" Ch. 30, Sec. 5.7 "ESSENTIAL SERVICES", all future electric, telephone, cable TV and like services to be installed below ground. Chairman Boscove declared the Workshop Meeting to be adjourned at 10:00 p.m. The next scheduled meeting will be a Regular Planning Commission meeting Wednesday, October 5, 1977 at 7:30 p.m. APPROVED: J A.
