APRIL 13, 1977, COMPREHENSIVE PLAN, J. SMOOT, FINAL DRAFT.
• Chairman Boscove called the Public Hearing to order at 7:35 p.m., ad-
vising this was a Final Public Hearing, held to examine the Final Draft
of the proposed Comprehensive Plan and Land Use Map for the Town of
Highland Beach. The recording secretary called the roll. The Agenda is
Attachment "A".
Present: A. Allen, N. M. Johnson, J. A. Boscove, J.M. Farrin,
R. B. Myers.
Absent: H. Storm (Alternate), C. S. Markatos (Alternate)
The Chairman advised the first order of business to be the approval of
minutes of the following meetings:
Public Hearing: March 9, 1977, March 16, 1977, and
March 23, 1977.
The minutes having been previously examined and approved, Adm. Farrin
offered the motion to approve the minutes. Mr. Johnson seconded. The
minutes were approved and accepted as presented.
Mr. Jack Mathis of Team Plan, Inc., read a letter addressed to the Planning
• Commission, Attachment "B".
Following distribution of revisions to the draft copy of the proposed
Comprehensive Plan, Town Attorney Thomas E. Sliney read the proposed
Plan in its entirety. Mr. James Smoot read the second paragraph of
CHAPTER XIV, 6. Commercial Service Center, relative to commercial service
center and commercial uses contemplated within the center.
Chairman Boscove requested further discussion of Paragraph 3. CHAPTER XV,
relative to density transfers, a lengthy discussion followed. Following
the discussion, Town Attorney Thomas E. Sliney and Mr. Jack Mathis, spoke
relative to density transfers. Para 4, Chapter XV, the sentence relating
to vehicular parking facilities was deleted in its entirety. Mr. Mathis
read a second letter addressed to the Planning Commission, Attachment "C".
It was noted that an Attorney representing the Holiday House and Ocean
Terrace, on South Ocean Blvd., In Highland Beach, had called and advised
that the owners did not agree with the densities as shown on the proposed
Land Use Map. Mr. Earl Totz commented on the fact that the owners of
Lots 116, 117, 95, 96 and 97, did not agree with the lowered densities.
Following the review of the proposed Comprehensive Plan and Map, Chairman
Boscove advised the Commission would take final action to accept the Plan
as read and amended. Admiral Farrin offered the motion to accept the
proposed Comprehensive Plan as read and amended at the Public Hearing held
April 13, 1977, Mr. Johnson seconded the motion. Admiral Farrin, Mr.

A Transmittal Letter, with the final draft and map will be presented to
the Town Commission for examination. The final copy and map will be dated
and signed on each page. Appendices showing the sources of information
contained in the Plan will be included with the Plan.
Mr. Johnson offered the motion to adjourn the Public Hearing, Mrs. Allen
seconded the motion. The Public Hearing was adjourned at 10:45 p.m.
The next regular Planning Commission meeting will be held on Wednesday,
May 11, 1977 at 7:30 p.m.
