RECESSED FROM MARCH 16, 1977 TO MARCH 23, 1977, COMPREHENSIVE PLAN.
• Chairman Boscove called the Public Hearing to order at 7:45 p.m., advising
this was a continuation of the Public Hearing recessed from March 16, 1977.
The Agenda is attachment "A", the recording secretary called the roll.

Chairman Boscove commented on the field trip held at 9:30 a.m. on March 23,
1977, to examine the property owned by Mr. C. D. Milani as arranged at the
Hearing held on March 16, 1977.
Following distribution by Mr. James Smoot of copies of a Land Use Analysis,
the Commission reviewed the matter of density transfers. An in depth dis-
cussion of Chapter XIV, Plan Implementation took place. It was agreed that
density transfers would not be permitted from West to East of AlA and in
each case of density transfer, the transfer was to involve only properties
owned by the same person (or persons).
The subject of seawalls and protection of the dunes was examined, covering
the use of bulkheading or sheet piling set a greater distance west of the
setback line on ocean front properties. It was noted that connection of
seawalls was an important factor in protection of the dunes.
• The matter of handling density transfers was discussed, as well as a
covenant or unity of title. The handling of density transfer by Special
Exception or Conditional Use Procedure only, was recommended. Reference
was made to the use of Land Use Intensity as a building bulk control as
compared with the process known as the conditional Use Permit.
Page 36, paragraph 1 covering residual uses on the parcel from which
the residential dwelling units are transferred, was read and reviewed.
At the conclusion of the review and discussion, Chairman Boscove advised
the next meeting to be a Final Public Hearing with due public notice to
be held on April 13, 1977, at 7:30 p.m. to consider the Final Draft of the
proposed Comprehensive Plan, prior to recommendation to the Town Commission
for formal adoption.
Mr. Johnson offered the motion to adjourn the Hearing, Adm. Farrin seconded.
The Public Hearing was adjourned at 10:10 p.m.
