MARCH 9, 1977, COMPREHENSIVE PLAN, J SMOOT, FINAL DRAFT
Chairman Boscove called the Public Hearing to order at 7:40 p.m., advising
• this was a Public Hearing called for the continued discussion of the pro-
posed Comprehensive Land Use Plan for the Town of Highland Beach.
The recording secretary called the roll. The agenda is attachment
Present: H. Storm, N. M. Johnson, J. A. Boscove, J. M. Farrin,
R. B. Myers.
Absent: A. Allen, C. S. Markatos (Alternate)
Pending the arrival of Mr. James Smoot, Chairman Boscove called for the
first order of business to be approval of the following minutes of the
meetings of the Planning Commission:
January 12, 1977 February 2, 1977 March 2, 1977
January 26, 1977 February 9, 1977
The minutes having been previously examined and approved, Mr. Harold Storm
offered the motion for approval, Adm. Farrin seconded. Mr. Storm, Mr.
Johnson, Mr. Boscove, Adm. Farrin, Mr. Myers, voted aye; the minutes were
approved as presented.
•Chairman Boscove acknowledged receipt of Mr. C. D. Milani's letter dated
February 23, 1977, Attachment "B". A lengthy discussion followed, re- a
lative to contents of the letter (densities and density transfers).
On Mr. Smoot's arrival, draft copies of the proposed Comprehensive Land
Use Map and a copy of the Final Draft -of the Proposed Comprehensive Land
Use Plan were distributed to the members of the Planning Commission.
A review of the map distributed followed, with emphasis placed upon ad-
justments in the color code and density ranges. Mr. Smoot will present
an updated map at the next meeting of the Planning Commission.
Included in comments made by Mr. Smoot were reference to 4-laning State
Road AlA (not anticipated within the next ten years), public recreation
facilities in Highland Beach (private facilities available, no indication
of a need for public recreation facilities at this time), and a further:
discussion of density transfers as related to Highland Beach.
At the conclusion of the general discussion, Mr. Boscove advised the Pub-
lic Hearing was recessed until Wednesday, March 16, 1977, at 7:30 p.m. at
which time additional discussion and review of the Final Draft presented
by Mr. Smoot, would take place. The meeting/�4as recesses at D.m.
