COMPREHENSIVE LANl7 USE PLAN MARCH 2, 1977 at 7:30 p.m. •Chairman Boscove called the Workshop Meeting to order,/ advising this was a Workshop Meeting called for a general discussion with Mr. Ray Liberti, Di- rector of Planning, Zoning and Building, Palm Beach County. In the ab- sence of Mr. Liberti who was unavoidably detained, Mr. Harry King was intro- duced. The recording secretary called the roll. The Agenda is attachment "A" Present: J. A. Boscove, N. M. Johnson, R. B. Myers, J. M. Farrin, H. Storm and C. S. Markatos, Alternate. Absent: Adele Allen Mr. King informed the members of -the Commission of the efforts being made by the Planning Board to contact municipalities working on the revision of the 1972 Land Use Plan. He noted that the Board had worked with Boca Raton and Delray Beach. A general discussion followed with reference to Delray proposed planning and zoning. To Chairman Boscove's question as to whether a conflict would arise should we adopt a land use plan differing with that of the Area Planning Board, Mr. King said there should be no conflict. The discussion continued with examination of the Palm Beach County Land Use plan chart presented by Mr. •King. Water supply, the amendment of zoning thru public hearing processes, land presently zoned agriculture, the comparison in size of Highland Beach as related to other nearby municipalities, the importance of considering plans proposed by surrounding areas, and the possibility of a need for in- cluding public recreation in the elements of the Highland Beach plan, were topics included in the general discussion. Mr. King advised there would be a U.S.G.S. publication available in the near future on shallow water areas and flow rates within Palm Beach County. The discussion continued with reference to the thoroughfare plan, proposed lane increases for AlA, and bridges. At the conclusion of Mr. King's discussion Mr. Gene Caputo, Director of Planning for the Area Planning Board was introduced. Mr. Caputo spoke on the activities of the Area Planning Board, its 9 members (five appointed from municipalities), work done with Towns on Capital Improvement Plan as part of the Regional Comprehensive Plan and the present work effort on a composite map of existing and future proposed land use. Mr. Caputo mentioned an environmental suitabilities plan and map which includes water, fire protection, storm danger, ground water, storm water run-off, soils and areas of concervation and preservation. This map will be submitted to the Town of Highland Beach at a later date. • Mr. Caputo noted that the State Planning Board may reject a proposed Com- prehensive Plan but rejection does not preclude adoption by the Town. COMPREHENSIVE LAND USE PLAN. MARCH 2, 1977. In a discussion covering proposed 4-laning of SR AlA, it was noted that Boca Raton and Delray Beach had expressed opposition to 4 lanes. The need to consider the increase for future traffic requirements was mentioned. Mr. Smoot advised that a traffic counter recently placed at the northern end of the Town of Highland Beach indicated a total of 6700 trips per day. At the conclusion of the general open discussion, Chairman Boscove expressed the appreciation of the members of the Planning Commission for informatio N and comments presented by Mr.King and Mr. Caputo. The next scheduled Planning Commission meeting will be held on Wednesday, March 9, 1977, at 7:30 p.m., with Mr. James Smoot, a Public Hearing with due public notice for the continued discussion of the proposed Comprehensive Land Use Plan.
