1977.01.12_PB_Minutes_Specials MINUTES: LOCAL LAND PLANNING AGENCY/PLANNING COMMISSION, PUBLIC HEARING, JANUARY12, 1977, COMPREHENSIVE PLAN DRAFT - J SMOOT. • Chairman Boscove called the Public Hearing to order at 7:35 p.m., advising this was a Public Hearing with due public notice called for the continued review and discussion of the first draft of the proposed Comprehensive Plan for the Town of Highland Beach. The Agenda is Attachment "A". The recording secretary called the roll. Present: J. A. Boscove, N. M. Johnson, Adele Allen, J. M. Farrin,R.B.Myers. Absent: H. Storm, Alternate, C. S. Markatos, Alternate. MINUTES The Chairman advised the following minutes were presented for approval: Meeting of November 17, 1976 " December 1, 1976 December 8, 1976 December 15, 1976 The minutes having been previously examined and approved, Adm. Farrin offered the motion to approve the minutes, Mr. Johnson seconded the motion. isMrs. Allen, Mr. Myers, Adm. Farrin, Mr. Johnson, Mr. Boscove voted aye for approval; the minutes were accepted as presented. Proceeding with the scheduled continuing review of the proposed Compre- hensive Plan, Mr. Smoot suggested examinaticn of Land Use Categories as outlined on page 32 of the draft. Following discussion of the land use categories, a letter from Mr. M. H. W. Dent was noted, Attachment "B". Copies were distributed to members of the Commission. A review of the Land Use Intensity system now in use included reference to the current zoning plan and the difficulties encountered in the use of the LUI system. Mr. L. Y. Horton, in audience, cautioned against the elimination of the present LUI system without having a better alternative and in having a plan without flexibility. Following the discussion of the Summary of Residential Growth, Page 34, and the Summary of Recommendations, relative to Housing, Transportation, Police, Fire, and Public Buildings; Water Consumption and the limitations set by the Flood Control District were examined. Availability of future water supply was included in the discussion. In considering the implementation of the Proposed Comprehensive Plan, • it was the consensus of the members of the Planning Commission that the conventional rather than the LUI system be considered in reviewing the Land Use categories and their associated density ranges. Mr. Smoot read from a memorandum dated January 12, 1977, Subject: "Guidelines: Consideration of the Preliminary Future Land Use Plan', Attachment "C". Following the reading, Mr. Milani, resident, in audience, commented on a paper he was preparing to submit to the Planning Commission, Attachment "D", relative to densities in Highland Beach. Mr. Horton recommended the stereotyped architectural designs be avoided and the need for flexibility be kept in mind. Further discussion followed relative to the acreage south of Seagate of Highland Condominium on the east side of SR AlA . Mr. Lyle Gibson and Mr. Milton Steinhardt, in audience, spoke relative to zoning, densities and building moratoriums. In reply to question by Mr. Milani, in audience, Mr. Smoot explained the land use design of 4-12 units per acrea in specific areas. At the conclusion of the discussion, Mr. Smoot suggested that the map showing the proposed Comprehensive Plan recommendations be reviewed at the next scheduled Public Hearina (Plannina Commission)_ • Chairman Boscove advised the next scheduled Planning Commission meeting will be a Public Hearing, with due public notice, to be held on Wednesday, January 19, 1977, at 7:30 p.m. Mrs. Allen offered the motion to ad- journ the meeting, Mr. Myers seconded the motion.
