SMOOT.
Chairman Boscove called the Public Hearing to order at 7:35 p.m., advising
•this was a Public Hearing called for the review and discussion of the first
draft of the proposed Comprehensive Plan for the Town of Highland -Beach.
The recording secretary called the roll. The agenda is Attachment "A"
Present: A. Allen, J. A. Boscove, N. M. Johnson, J. M.
Farrin, H. Storm (Alternate), C. S. Markatos,
(Alternate).
Absent: R. B. Myers
Chairman Boscove advised the Public Hearing would proceed with the examin-
ation of the draft starting with page 25.
Reviewing "Public Utilities, Potable Water", page 25, Mr. Johnson ques-
tioned the quality of the water. Mrs. Roberts advised that the Board of
Health has certified the water as acceptable for drinking. The discussion
continued, covering the interim sewage treatment plant. Additional in-
formation related to waste water is to be updated and presented at the
Public Hearings scheduled for January, 1977.
The review of the preliminary draft covered surface drainage and the
adequacy of pumps serving lift stations.
• Following examination of page 28 "Recreation/Open Space", Mr. Smoot advised
he would present a reworked copy of the paragraph on the Housing Element
which included the reference to recreational facilities in the Town. The
discussion following included reference to the percentage of open space
devoted to recreational facilities.in the Town.
Mr. Tom Becker, in audience, commented on the need for restoration of
partially developed parcels of land to prevent damage to the dunes, erosion,
and problems arising from blowing sand.
Page 30, "Conservation -Coastal Zone", was reviewed with iren tion made of
the states claim of public domain from the mean high water line seaward.
At the conc lus ion of the discussion, the following dates for the Public
Hearings with due public notice, for additonal review of the preliminary
draft of the Comprehensive Plan were agreed upon:
January 12, 19 and 26, 1977, at 7:30 P.M.
