DECEMBER 8, 1976, COMPREHENSIVE PLAN DRAFT, J. SMOOT.
Chairman Boscove called the Public Hearing to order at 7:30 p.m., ad-
vising this was a Public Hearing called for the purpose of continuing
the discussion and review of the proposed Comprehensive Plan for the
Town of Highland Beach, Florida. The agenda is Attachment "A", the
recording secretary called the roll

ABSENT: J. M. Farrin, H. Storm, C. Markatos
Chairman Boscove introduced Mr. Smoot. Paragraph 3 Page 2 of the letter
referring to population in the Town of Highland Beach, distributed at
the meeting of December 1, 1976, was read followed by comments by Mr.
Smoot. In addition paragraphs 1, 2 and 3 of Pages 1 and 2*were read by
Mr. Smoot. A review of the source of information for the estimated pop-
ulation continued, with reference to seasonally occupied dwellings, vacant
dwellings and vacant land and the reduction in vacancies as a result of
population increases. The paragraph on seasonally occupied dwellings
•was examined, the suggestion made to include all persons in seasonally
occupied homes and motels in computing residential population.
Following this discussion, Town Attorney Sliney, in audience, recommended
a postponement of further discussion of the methods used to estimate the
population of Highland Beach until a future date, for planning purposes -
Mr. Smoot recommended further meetings and public hearings be scheduled
starting January 1977.
The review and discussion of the estimated population methods and the
analysis of the population growth patterns was tabled.
Continuing the reading and review of the preliminary draft, dated 11/17/76,
Mr. Smoot reviewed the contents of page 10 (the configuration of the
dunes), the distribution of ownership according to lot sizes, developed
and undeveloped land tables; from page 17, paragraph 4, "The Environment",
dealing with the lack of developed public open spaces and, referring
to page 19, "Transportation", read from the Vehicular Traffic Generation
Characteristics within Palm Beach County", a report prepared by Kimley-
Horn and Associates, Inc., October 1972.

in the area,preceded mention by Mr. Smoot that he would contact Mr. J.P.
Vansant, City Engineer, City of Boca Raton relative to the proposed
bridge construction. Mr. Earl Totz, in audience, recommended deleting
reference to proposed bridge construction in the plan inasmuch as some
residents living in the vicinity of the proposed Jeffery Street bridge
opposed the construction of the bridge.
Mr. L. Y. Horton in audience spoke with reference to original plans for
bridges in the Boca Raton -Highland Beach area. Mrs. B. J. Stewart ques-
tioned the location of the proposed 51st Street Boca Raton bridge area
as related to Highland Beach and was advised it is south of and adjacent
to Boca Cove on the government lot line between Boca Cove and Boca Hi.
Mr. Tom Becker in audience, spoke regarding proposed bridge construction.
Mr. Smoot advised Police and Fire protection services must be prepared
for future requirements, additional personnel, housing and equipment.
Mr. Horton noted that additional personnel might be needed for the Police
Department but no indication of need for an increase in the size of
the Station building.
The discussion of the draft ended following review of Page 24. Public
Hearings for additional discussions are scheduled for
January 12, 1977,

seconded. The Public Hearing was adjourned at 9:30 p.m.
