is Chairman Boscove called the Special Meeting to order at 7:30 p.m., ad-
vising this was a Special Meeting called for the purpose of nominating
a Chairman, Vice Chairman and Secretary for the Planning Commission for
the year 1976-1977. The Agenda is attachment "A". The recording sec-
retary called the roll.
PRESENT: A. Allen, N. M. Johnson, J. A. Boscove, N. M.
Farrin, R. B. Myers, H. Storm (Alternate) and
C. S. Markatos (Alternate).
Following Chairman Boscove's call for nominations, Adm. Farrin offered
the motion proposing the present officers be nominated for re-election,
as follows: Chairman, Joseph A. Boscove, Vice Chairman, N. M. Johnson,
Secretary, Adele Allen. The recording secretary polled the vote; Mr.
Myers, aye, Adm. Farrin, aye, Mr. Johnson, aye, Mrs. Allen, aye, Mr.
Boscove, aye. The vote on the motion for re-election of present officers
was unanimously approved. There being no further business scheduled for
the special meeting, Chairman Boscove advised the Public Hearing to be
in session for the purpose of reviewing and discussing the first draft
of the proposed Comprehensive Plan for the Town of Highland Beach as
presented by Mr. James. Smoot.
• Mr. Smoot distributed copies of a letter addressed to the Chairperson
and members of the Highland Beach Planning Commission, "A report on the
various methods used to estimate the population of Highland Beach",
(Attachment "B").
Following a discussion of the letter, the recording secretary read from
the preliminary draft of the Comprehensive Plan, pages i, ii, iii. The
subjects of the discussion following included the need for a recreation
system. The matter of resurfacing AlA was discussed and the problems
arising as a result of increasing traffic thereon. Paragraphs 3 thru
i and page iii, were reviewed. Pages 6 and 7 referring to the Byrd Beach
area; the paragraph relative to the commercial area; public facilities;
reduction of densities; water allocation; and proposed bridge construction
were included in the general discussion.
