REGULAR MEETING,, NOVEMBER 17, 1976. COMPREHENSIVE PLAN DRAFT.
J. SMOOT.
• Chairman Boscove called the Regular Meeting to order at 7:35 p.m., ad-
vising this was a Regular Meeting preceding the Public Hearing called
for the purpose of discussing and reviewing the proposed Comprehensive
Plan for the Town of Highland Beach, Florida, as presented by Mr. James
Smoot. The Agenda is Attachment"A". The recording secretary called
the roll.
Present: A. Allen, N. M. Johnson, J. A. Boscove, J. M.
Farrin, R. B. Myers, H. Storm, Alternate.
Absent: C. S. Markatos, Alternate.
MINUTES
Minutes of the meetings having been previously examined and approved,
motion to approve the minutes of the meeting of September 8, 1976, was
offered by Adm. Farrin, seconded by Mr. Johnson and unanimously approved
by the members of the Commission. Motion to approve the minutes of the
meeting of October 6, 1976, was offered by Mr. Myers, seconded by Mr.
Johnson and unanimously approved.
NEW BUSINESS
• Chairman Boscove advised that at a Special Meeting to be held on
December 1, 1976, nominations and election of officers for the Local
Land Planning Agency/Planning Commission will be held prior to the
Public Hearing called for further discussion of the proposed Comprehensive
Plan.
There being no further business on the agenda for the Regular Meeting,
the Chairman advised the Public Hearing, with due public notice, called
for the purpose of discussing the proposed Comprehensive Plan for the
Town of Highland Beach, to be in session.
Mr. James Smoot presented the proposed future land use map for examin-
ation by the public and members of the Planning Commission, explaining
the color coding used. The map is a composite of the County Assessor's
records and shows detail of assessed valuation, land use and lot areas
of most parcels.
Mr. Smoot's discussion covered the accelerated growth of the community
and the difficulty in having municipal services keep pace with increasing
demands.
• The matter of proposed bridges was considered. Mr. Smoot indicated the
possibility of future construction of bridges in the areas of Jeffrey

• Street (Boca Raton) and Linton Blvd. (Delray), and the need to accomodate
resulting accelerated traffic on SR AlA with three bridges within the
approximately three mile area. Surveys indicated 8.7 one way trips per
residential unit were made daily. This included police, utilities, trash,
and other service vehicles. Park and open space areas were pointed out
on the map, commercial areas (two parcels plus a vacant area to the south
of these).
Proposed additional sources of supply of water were mentioned; water
conservation, artificial recharge and raising the level of Lake Okeechobee.
Water supply to the Town will be reduced to 277.4 million gallons per
year as a result of a recent decision of the Federal Water Management
Agency.
The need for an ingress/egress point for police and fire use in emergencies
on the ocean front was outlined. Mr. Smoot noted that Delray Beach plans
an emergency service area in the vicinity of 12th Street and the County
Park area for the future.
Fpllowing the discussion, Mr. Smoot advised that copies of the proposed
future land use map will be distributed within a week. Copies of the
draft of the proposed Comprehensive Plan will be available to the public
•shortly. These copies are a Preliminary Draft and will be distributed
as such, on demand, for purchase by the general public. Attachment"B"

In conclusion, Mr. Smoot suggested that a second questionnaire be dis-
tributed by the Town during the month of February for a more representative
survey; that residential motel units be included as a part of the pop-
ulation count, and, he also noted that the Community needs a broader tax
base.
ADJOURNMENT
Chairman Boscove advised there would be a Special Meeting and Public
Hearing on December 1, 1976, with Special Hearings on December 8, and
December 15, 1976, all with due public notice. Mr. Johnson offered the
motion to adjourn the Regular Meeting -Public Hearing, Adm. F`arrin seconded
the motion. The motion was unanimously approved, the meeting and Public
Hearing waslLd3ourned at 9:35 P.M.
