• Chairman Boscove called the meeting to order at 7:30 P.M., advising this
was a Workshop Meeting of the Planning Commission to further consider and
discuss any changes in thd. Comprehensive Plan. The Secretary called the
roll -

Also present in audience were Town Manager E. W. Roberts, Building
Official J. P. O'Grady and Town Attorney Thomas E. Sliney.

Chairman Boscove introduced guest speaker, Ned Brooke, Executive Secre-
tary, West Palm Beach Urban Area Transportation Study. Mr. Brooke spoke
of the creation of the W.P.B. Area Planning Board in 1962 to examine area
problems and of the effect of these problems on transportation facilities.
Mr. Brooke described the Technical Coordinating Committee, the Policy
Committee, Legislative Commission and Area Planning Board and their ac-
tivities . A discussion followed on possible methods of handling traffic
problems in the Town of Highland Beach. Mr. Brooke noted a continuing
aspect was necessary and must be shown as part of the plan. He advised
that there are fifteen variables such as: income levels, age groups,
numbers of people, etc., used to determine how much traffic will be gener-
ated.
Statistics were presented from a report made on an Urban Area Study which
gave a basis for forecasts for the needs of 1985 with regard to road
systems to serve the ground total needs. He indicated there were 10 cate-
gories of the kinds of travel trips people make, adding the kinds of
density, development and trips which may exist in Highland Beach are im-
portant factors. The age structure has a direct bearing on the number
of people traveling. The amount of traffic generated internally and ex-
ternally is important. The need for an impact study in Highland Beach
must be determined by the Highland Beach Town Commission.
In answer to Mr. Boscove's question, Mr. Brooke advised it was important
to know the total impact and to have the advice of good traffic people
to provide counsel on control.
A prolonged discussion with the members of the Commission, Town Manager
E. W. Roberts and Mr. Brooke ensued. Mr. Brooke informed the Commission

• of a saturation study now beingmade. The matter f w

bridges within the Highland Beach boundaries were discussed. Mr.
Brooke advised a number of bridges results in a "looping effect" and
helps alleviate the traffic problem. He noted plans for widening the
road were being considered; a possible need for four lanes in 1980 and
a six lane road eventually necessary. As to prospects of a three lane
road in the immediate future, there is no plan at the present time.
In reply to Mr. Johnson's question as to the funding for the third lane,
Mr. Brooke said this would be federally funded on a 70/30 basis.
A discussion of the ramps and access areas existing at the Seagate and
Ambassadors (north) locations was introduced by Mrs. Roberts. Mr. Boscove
suggested a complete transportation study be made for an outlook for the
eventual needs of the Town. General discussion followed.
Mr. O'Grady advised that a willingness to assist in providing access and
exit areas at the Regency Highlands.
Mr. Boscove noted for the record, the receipt of a copy of the Community
Impact Statement, Ordinance No. 1522 from the City of Clearwater, Florida.

Following Chairman Boscove's comment relative to the value of a complete
impact study, Town Attorney Sliney informed the Commission that a formal
report is necessary to present to the Town Commission for consideration
before any action can be taken on the Highland Beach traffic problem.
He suggested a letter be written to the Town Commission presenting the
problem and requesting that information on costs of such a study be ob-
tained. Mr. O'Grady spoke of the possibility of having developers pro-
vide service roads.
Mrs. Roberts mentioned assistance given by Messrs. Simpson, Wilson and
Dr. Goodnight as a result of a traffic study made and action taken re-
sulting in installation of No Parking signs on SR A-1-A in critical areas
of the Town.
Mr. Myers read from the Clearwater Ordinance, Section 34.01 (2) "The
Community Impact Statements shall be prepared by qualified professionals
Mrs. Roberts noted several available sources of this professional assist-
ance and offered to obtain further information to present to the Planning
Commission at a later date.
• Mr. N. M. Johnson then reported on the results of his efforts, with Col.
Fran Johnson, to update maps indicating Highland Beach Zoning Districts

• dimensions of lots. Members of the Commission examined a map produced
by Mr. Johnson, who advised when all dimensions are gathered and con-
verted to number of units, a projection can be made as to the possible
number of future units.
Chairman Boscove asked for further questions or comments. There were
none. On motion made by Mr. Johnson, seconded by Mr. Myers, the Work-
shop Meeting was adjourned at 10:00 P.M.
