MINUTES: PLANNING COMMISSION - WORKSHOP MEETING - MARCH 11, 1975 -
FOLLOWED BY REGULAR MEETING.
• Chairman Boscove called the meeting to order at 7:35 P.M. The secretary
called the roll. The agenda is Attachment "A".
Present were - J. A. Boscove, N. M. Johnson, R. B. Myers,
Adm. Farrin, Mrs. A. Allen (Alternate).
The Chairman advised this was a Workshop Meeting of the Planning Commission
called to discuss changes in the Comprehensive Plan.
Mr. Johnson reported on progress of the Committee appointed at the meeting
of February llth (N. M. Johnson and Col. Fran Johnson) to check land
surveys and obtain information from Mr. Jim Smoot. Efforts to meet with
Mr. Smoot having proved unsuccessful, the Committee was unable to obtain
the information sought. Mrs. Roberts explained Mr. Smoot had informed
her he would attend the March 11th meeting at 7:30 P.M. At 8:00 P.M.,
Chairman Boscove suggested postponing the Workshop since Mr. Smoot had
not arrived.
In an ensuing discussion relative to plot plans, Mrs. Elaine W. Roberts,
Town Manager, advised the Town of Highland Beach has a plot plan copy
made in 1966 by private assessors (Ross, Deerfield Beach) showing ex-
isting buildings. The Town at present uses Tax Rolls as a source of
• informations in some instances this material is outdated and limited.
Town Attorney Thomas Sliney advised the metes and bounds descriptions
applied to government lots. He pointed out that survey information is
not necessary in a Town not sub -divided. This information is available
from County records. Mrs. Roberts added, to date she had not found a
survey of unimproved land necessary. Further discussion of survey in-
formation available, i.e., fixed monuments and the variances in results
of surveys, followed.
Chairman Boscove inquired as to the action taken on the Planning Commis-
sion's request for a larger, updated aerial map of the Town of Highland
Beach. Mrs. Roberts advised the Town Commission had not approved the
request for the $6,000. expenditure for the map. Palm Beach County map
was presented by Mrs. Roberts and examined by the Commission. Mrs.
Roberts received a letter from Palm Beach County advising an aerial
map (scale 1 to 200) will be available at a future date. The members
of the Planning Commission also examined the wall map located at the
Town Hall, showing progress of sewer lateral installation and bicycle
path paving.

in accord. No motion necessary, Chairman Boscove postponed the Workshop
meeting until further notice, at 8:10 P.M., and called for a ten minute
recess prior to the Regular meeting.

The roll having been called, the Regular Meeting was called to order at
8:20 P.M. by Chairman Boscove. The agenda is Attachment "A".

Absent - E. A. Potere, J. Schober (Alternate).
MINUTES
The Chairman advised this was a Regular Meeting of the Planning Commission
indicating the first order of business to be consideration and motion for
approval of minutes of the Regular Meeting held February 11, 1975. Copies
of minutes having been examined, reading thereof was waived.
Chairman Boscove asked for a motion for approval of the minutes. Adm.
Farrin offered the motion for approval, Mr. Myers seconded. The minutes
were unanimously approved for signature.

MISCELLANEOUS
Chairman Boscove distributed copies of the letters dated December 9, 1974,
(Attachment "B") and February 28, 1975 (Attachment "C"), addressed to
Mrs. E. W. Roberts, Town Manager, and Thomas Sliney, Esq., Town Attorney,
from Mr. Thomas L. Delaney, Vice President, Boca -Hi, Inc.
• Mr. John O'Grady, Building Official, commented on his recent on -site in-
spection of Boca -Hi property with Mr. G. L. Hill, Engineer, Bureau of

Beaches and Shores, State of Florida, Department of Natural Resources.
Mr. O'Grady noted the seawall on the Boca -Hi property will be considered
by the State as determining the natural vegetation line, however, Mr.
Hill has advised application for a variance may be made to the State by
Boca -Hi.
Continuing the discussion, Mr. Boscove said the seawall on the Munz
property must be in a connecting line between the presently existing
lines (Penthouse Towers and Ambassadors), this line not necessarily
a straight line. Mrs. Betty Jean Stewart, in audience, commented on
the Zoning Ordinance, suggesting a revision of the Ordinance to include
a provision for replacement of any vegetation removed in the process of
erecting seawalls.
Mr. O'Grady spoke relative to the acceptance of RPUD changes "within
reason", and advised he would accept these at his discretion. Mr. Boscove
concurred and Attorney Sliney advised enough power of discretion to make
determinations onsome changes in plans without referral to the Planning
Commission, should be given to Mr. O'Grady.
A discussion of liaison with the Board of Adjustment and the Planning
• Commission included a suggestion by Mrs. Roberts for a standard organ-
ization and procedures manual, the relation of the Board of Adjustment
with other Boards and Commissions and the suggestions that the Town
Commission be apprised of the need for closer contact between Town Boards
and Commissions.
Mr. O'Grady recommended an invitation be extended to members of the Board
of Adjustment to attend a Planning Commission meeting. Suggestion that
a Workshop meeting be set-up with the Board of Adjustment and the Plan-
ning Commission was considered.
Mrs. Stewart announced the C.A.B. will hold a meeting on March 27th,
7:00 P.M.
Mr. O'Grady explained the activities and purposes of the Housing Board
of Appeals and noted that the Board does not became involved in issues
concerning exteriors.
Town Attorney Sliney took exception to the wording of a newspaper article
on the Paul and Camille Hoffman suit filed against the Town of Highland
Beach (Attachment "D"). Discussion followed.
• Chairman Boscove asked for further comments and/or questions. There were
none. Mr. Johnson offered the motion to adjourn, Adm. Farrin seconded.
The Regular Meeting was adjourned at 9:40 P.M.
