DECEMBER 11, 1974. • Chairman Boscove called the meeting to order at 2:34 P.M., advising this was a Public Hearing, with due Public Notice, called to discuss with the representative of Leadership Cable T.V. Systems, Inc., their proposal for a cable television system in the Town of Highland Beach. ROLL CALL The Agenda and copy of Notice of Public Hearing are attachments "A" and "B". The secretary called the roll: Present: J. A. Boscove, N. M. Johnson, E. A. Potere, J. M. Farrin and R. B. Myers. LEADERSHIP CABLE T.V. SYSTEMS, INC. Chairman Boscove called upon Mr. Hugh Gollogly, Director of Marketing for Leadership Cable T.V.Systems, Inc., to present his description of the proposed cable television system for the Town of Highland Beach. Mr. Gollogly described coaxial cable, the use thereof in outlying areas for a period of 27 years past, and the improved T.V. reception resulting therefrom. He described the need for "passable reception" and noted that • at present outside antennas are necessary, climatic conditions causing corrosion of these with a resulting need for replacement. Further description of the proposed cable system covered the 200 ft. tower to be erected in Delray, (cable cost $16,000 per mile for underground, as compared with $5200 for the same coverage with aerial). The additional channels to be added were mentioned, (Mr. Gollogly noted channels 23 and 51 were currently available to subscribers); first run motion pictures, approximately eight pictures per month would be available; the system would be installed during construction (and for a 90 day period following completion of construction) at no charge. The charge to subscribers is $5.95 per outlet per month for service. Mr. Gollogly continued his description of services to be offered, covering additional charges for 'special events; did not foresee a change by the F.C.C., at present these programs are presented at no additional charge. Mr. Gollogly advised, in reply to Mr. Potere's question, that the F.C.C. requires installation of cable T.V. system in entire condominium if one resident requests service. Mr. Johnson inquired as to revenue to Town for Franchise, Mr. Gollogly said the F.C.C. called for a limit of 5/ of the gross revenue on the first subscribers outlets. DECEMBER 11, 1974. and anticipated service would be available to Highland Beach residents in late 1975. Mr. Boscove read from existing ordinance concerning the placing of cables, wires, or other like facilities underground wherever practical. Mr. Gollogly said they would go underground if required by the Town, adding, existing poles can be used by agreement with other utility companies. In reply to Mr. Boscove's question, Mr. Gollogly stated Leadership, Inc. would follow the present pattern of overhead wires on the East side of A-1-A, underground on the West side. In answer to a question put by Adm. Farrin, Mr. Gollogly advised the service could be discontinued at any time by the subscriber with no additional charge to the subscriber. He added that certification for a Franchise has been obtained. Continuing his presentation, Mr. Gollogly covered the parent company, (Leadership Cable T.V. is a subsidiary of Cerro Company - Leadership Housing, Inc.); interconnection of cable T.V. with government channels thru microwave (anticipated in late 1976); existing facility (Boca del Mar Country Club); survey of number of people wanting the service (survey disallowed by F.C.C. prior to granting of franchise to grantee) the cost of additional outlets ($1.25 per month per outlet). Items covered by Mr. Gollogly included special rates ($4.95 per subscriber for an entire condominium - $5.95 to be paid to the condominium owner's association by subscribers, with $1.00 to be retained by the condominium association) F.M. radio connection (14 channels of F.M. radio service free of charge) . Adm. Farrin discussed the need for this presentation, Mr. Boscove advised that Leadership Cable T. V. has submitted a proposal which must have approval of the Planning Commission before further action can be taken. Mr. Potere suggested Mr. Raymond Blosser, in audience, a Highland Beach resident familiar with cable T.V. system operations, offer comments. Mr. Blosser recommended the system and discussed the technicalities of im- proved signals and minimal interference in cable T.V. transmission, Mr. Gollogly concluded his presentation, replying to question on service, that a $50. deposit is required of subscribers on test equipment required for any service call, adding, Leadership T. V. can not service television sets. On motion of Mr. Johnson, seconded by Mr. Potere, the vote was polled. Messrs. Boscove, Johnson, Potere, Myers and Adm. Farrin voted Aye. The motion to approve the petition as presented to the Planning Commission for submission to the Town Commission, was unani- mously approved.
