. Chairman Boscove called the Regular Meeting of the Planning Commission
to order at 3:55 P.M. (Agenda, Attachment "A".)
ROLL CALL
At the Chairman's request the roll was called:
Present: J. A. Boscove, N. M. Johnson, E. A. Potere,
R. B. Myers and J. M. Farrin.
MINUTES
Copies of the minutes for the Regular Meeting, November 21, 1974, having
been examined, reading thereof was waived; on motion made by Mr. Potere
acceptance was approved unanimously. Minutes of the Workshop Meeting,
November 21, 1974, previously examined, reading was waived. Mr. Potere
offered the motion to approve, seconded by Adm. Farrin and unanimously
approved.
BOCA HI
Chairman Boscove referred to the letter from Boca Hi, Inc., dated Nov-
ember 25, 1974, (Attachment "B") previously circulated, advising the
• Planning Commission will wait for further word from Boca Hi. A dis-
cussion followed Adm. Farrin's question as to a 30 day limitation. It
was the consensus that Mr. Sliney had requested submission of additional
plans as soon as possible with a proposed time table covering various
phases of the Boca Hi RPUD in Highland Beach.
The distance of the proposed restaurant from the sea wall was discussed.
Mr. Boscove noted the existing structure on this site is 48 ft. from the
sea wall.
Mrs. Roberts, in audience, questioned Para. 2., of Mr. Delaney's letter.
Following general discussion it was agreed this matter was the concern
of Boca Hi, Inc. and the residents of Aberdeen Arms.
Chairman Boscove advised that the Planning Commission will await pre-
sentation of modifications in plan by Boca Hi before any further action
is taken.
COMMITTEE REPORTS
R. B. Myers - Restaurants and Private Clubs; Community Appearance Board
contacts: Mr. Myers advised he will attend all C.A.B.
• meetings beginnning December 19th. Will present a report
on Restaurant and Private Clubs, plans to contact adjacent
Towns relative to Clubs and and Restaurants and Town
regulations applying to them.

A discussion followed concerning "special exceptions - private clubs"
Section 3.1 (Page 8, Zoning Ordinance), and membership limited to legal
residents and property owners of Highland Beach. It was the consensus
that renting residents would not fall into this category.
J. A. Farrin - Seawalls: Adm. Farrin stated he was reading the F.A.U.
Report to the Town, would present a report at a later
date.
A general discussion concerning the requirements for sea walls on the
East Side of A-1-A included the required setbacks and Corps. of Engineers
regulations regarding sea walls, the State Ordinance on ocean set back.
Mrs. Betty Jean Stewart, in audience, noted the 50 ft. setback from the
edge of the hard vegetation line is being used in Martin County.
E. A. Potere - Will present report on Public Utilities and Housing
Board of Adjustments and Appeals contacts at a future
date.
MISCELLANEOUS
• The matter of the regulations concerning accessory uses and structures
was discussed. Mr. O'Grady advised the Health Department requires a
structure housing swimming pool pump equipment must be covered. Chairman
Boscove read from Section 5.3 (b) (Zoning Ordinance), and asked the
Commission to consider re -writing that section of the Zoning Ordinance
pertaining to height limitations on accessory buildings.
Mrs. Roberts noted paragraph 5, Section 5.14, concerning height limita-
tions on major recreational equipment. A thorough discussion of the
subject followed.
NEW BUSINESS
It was determined the Secretary, Mr. Potere, will meet with Mrs. Roberts
to set down a list of procedures followed by the Planning Commission.(Att."C";
On motion made by Mr. R. Myers, seconded by Mr. N. M. Johnson, and unani-
mously approved, the Regularly Scheduled Planning Commission Meeting was
changed to the second Tuesday of each m onth, at 7:30 P.M. The next reg-
ularly scheduled meeting will be held January 14, 1975 at 7.:30 P.M.
Mrs. Betty Jean Stewart, Community Appearance Board Chairman, in audience,
• asked the Commission when the Comprehensive Plan would be revised. Chairman

Boscove advised the matter will be included on the agenda for the next
Planning Commission meeting at which time a date and time for a Workshop
Meeting will be determined.
ADJOURNMENT
Adm. Farrin offered the motion to adjourn the regular meeting, Mr. Potere
second; the motion was unanimously approved. Adjournment was had at
5:00 P.M.
