Chairman Boscove called the Workshop Meeting to order at 7:30 P.M., re-
questing a roll call -
Present - Chairman Boscove, Messrs. Potere, Myers,
Adm. Farrin and Mrs. Allen (Alternate).
Absent - N. M. Johnson
the Agenda thereof is attachment "A".
Chairman Boscove advised this Workshop Meeting was called to further discuss
the revised plans submitted by Boca Hi, Inc., at their request, calling on
the Boca Hi representative, Mr. Delaney, to present the plans.
Mr. Delaney offered an apology on behalf of Boca Hi, Inc., and their
Attorney for the previous delay, stating he felt any existing problems will
be resolved and noting litigation is far removed from Boca Hi plans.
Chairman Boscove pointed out that the RPUD as approved did not show structures
on the East side of SR A-1-A.
Mr. Delaney presented concept drawings and described plans in detail, using
drawings displayed. He noted that the drawings shown do not indicate the
• structure presently existing on the property under discussion. On the East
Side of SR A-1 A, proposed plans include a restaurant with a seating capacity
of 200; lounge, three apartments to be located on the second floor of the
proposed restaurant (these apartments to be used by management and not for
sale, will occupy an approximate total of 9000 sq. ft., 3000 sq. ft. each),
cabana and swimming pool. On the West side of SR A-1-A a three story park-
ing facility with health facility.
Chairman Boscove questioned the set backs. Mr. Delaney advised these would
be 30 feet from the sea wall in back and 80,feet back from the center line
of A-1-A, in front.
In reply to Admiral Farrin's question on parking, Mr. Delaney said there
would be no exposed cars, all cars to be under cover, with basement parking.
A general discussion followed, with Mr. Potere, Admiral Farrin, Mr. Boscove
and Mr. Delaney relative to the proposed parking facility. Mr. Delaney
stated the height limiting plane was a 2 to 1 slope.
Presenting the next drawing, Mr. Delaney showed the staggered floors on
the Plaza, (or second) level. He informed the Commission the anticipated
average of cars of the 663 units is 2.1 per unit. Mr. Myers questioned
the parking procedure. Mr. Delaney advised valet parking would be used
from the restaurant on East side of A-1-A to parking facility on West side
of A-1-A.

• A discussion followed with Messrs. Potere, Myers, Chairman Boscove, Adm.
Farrin and Mr. Delaney, covering the health club facility on top of the
parking structure and the possible need for a traffic signal (Mr. Delaney
does not anticipate the need). In reply to Mr. Myers question relative
to the 58 parking spaces and 200 person restaurant seating capacity, Mr.
Delaney advised the policy would be on a reservation only basis, to control
any overflow, with definitely no parking on A-1-A.
Mr. Delaney further advised the guest factor would be controlled and that
the cabana club would be used throughout the day. He stated the nearest
building to the restaurant would be a Town House, with Building "B" the
furthermost. Mr. Delaney advised there were no plans for expansion of the
restaurant facility in the future, unless land north of the restaurant site
becomes available.
In reply to questions by Commission members, Mr. Delaney added, club
membership would be definitely limited to Boca Hi owners, and that legal
agreements would be made with the Town to provide assurance that there
would be no possibility of an open membership facility developing.
Chairman Boscove noted there was no mention of parking on the West Side
of SR A-1-A in the original plans. Mr. Delaney agreed and added traffic
• was definitely a potential problem.
On Chairman Boscove's question as to the distance from the proposed 75 Ft.
pool to the Easterly Survey Line, Mr. Delaney said the distance was 40 Ft.
He then replied to Mr. PotexLs question, stating the Cabana Club would be
80' x 30', stairwell to stairwell.
Col Hauck in audience inquired if the plan presented was the next op-
eration to be started by Boca Hi; Mr. Delaney advised it would be phase 1.
A lengthy discussion followed with Mr. Peter Genovese, in audience, and
Mr. Delaney, relative to the petition for change presented by Boca Hi.
Mr. Thomas Sliney, Town Attorney advised the RPUD was not tied in lot
by lot and that the Planning Commission has wide jurisdiction as to grant.
On Mr. O'Grady's question as to number of employees in total proposed
facilities, and parking facilities for them. Mr. Delaney answered there
would be 20 people and they would be using the proposed 58 car parking
facility.
Mr. Delaney further advised the parking would be on three levels. He
also noted the inclusion of all the proposed facilities in the available
land would produce a crowded area.

• A prolonged discussion ensued with Mr. Genovese reading a letter from
Mr. Richard B. Rodgers, Boca Hi, Inc., President, dated September 13,
1974. This letter, together with Mayor Gilday's letter of September 30,
1974, addressed to Aberdeen Arms Owners, was read for the record in its
entirety. (Attachments "B" and "C".)
Mr. Myers questioned the possible benefits of inspecting various premises
in the Highland Beach area. Chairman Boscove agreed such inspections
would be of value and arrangements would be made for the Commission to
view various sites.
Mrs. Allen then commented on the problems involved in valet parking and
suggested limousine service. The suggestion was noted by Mr. Delaney.
Chairman Boscove observed that the proposed complex appears very large
and too active for narrow SR A-1-A, he expressed fear of a potentially
dangerous situation evolving. The question was raised by Mr. Potere
as to the furthermost walking distance from a Boca Hi residence to the
beach. Mr. Delaney stated it would be a ten minute walk, from Building
B. Mr. Potere then inquired as to the actual owner of the club. Mr.
Delaney advised it would be a separate corporate entity, the Boca Hi
developers owning the restaurant.
• Mr. Genovese,in audience, discussed the relation of the proposed plan
to the originally granted right-of-way and asked the Commission to ex-
ercise cautious reasoning in granting the petition. There followed a
discussion of easements and covenants as originally granted to Boca Hi
residents, followed by Mr. Delaney explaining the original grant was for
a perpetual easement.
Mr. Sliney suggested a further workshop meeting be scheduled. Chairman
Boscove was in agreement and voiced the opinion that the parking facility
size should be reduced or eliminated, the size being of concern. Attorney
Sliney recommended a scale drawing of the entire RPUD be submitted by Boca
Hi, Inc., showing all items included in original and amended RPUD. Ex-
planations of easement granted to present owners of Aberdeen Arms condo-
miniums are to be submitted and a field trip arranged at a mutually satis-
factory time to allow the Planning Commission to view the Boca Hi site.
A proposed time table is to be submitted by Boca Hi covering various
phases of their RPUD in Highland Beach.
Mr. Potere offered the motion to adjourn this Workshop Meeting,Admiral
F'arrin seconded, the motion was unanimously carried and the meeting was
adjourned at 8:50 P.M.
