TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION MEETING
WORKSHOP
Tuesday March 30, 2004 1:30 P.M.
Mayor Thomas J. Reid called the Workshop to order in Commission Chambers at 1:30
P.M.
Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor Joseph J. Asselta, and
Commissioners Robert L. Lowe, Rachael Sca{a-Pistone and Miriam S. Zwick were
present. ,
Town Attorney Thomas E. Sliney and Town Manager Ben Saag were also present, as
were members of the general public.
After roll call the Pledge of Allegiance was given.
Before addressing the Agenda, Mayor Reid welcomed the newly elected Commission
Members, Vice Mayor Asselta and Commissioner Zwick, to their first official meeting.
• 1. ADDiTiONS DELETIONS OR ACCEPTANCE OF AGENDA
Town Manager Ben Saag advised he had one additional item under his report regarding
the striping of A1A. Hearing no objection, Mayor Reid declared the Agenda accepted
as amended.
2. PUBLIC COMMENTS AND REQUESTS
Jean Ellis, 4205 S. Ocean Blvd., had several comments: (1) placement of a patrol boat
on the Intracoastal; using pumps to drain the DOT-created swales; using Town personnel
to keep sand off bike lanes; place warning signs at crosswalks.
3. PRESENTATIONS
RACHLIN, COHEN & HOLTZ, AUDITORS: PRESENTATION OF FY 2002/2003
ANNUAL COMPREHENSIVE FINANCIAL REPORT.
Chuck Haas gave an overview of the audit, advising it was accomplished in accordance
with new federal compliance requirements (U.S. Office of Budget and
Management/Circular A-133 Compliance Supplement). Mr. Haas complimented Finance
Director Stan Novak and his staff on providing all pertinent information. Mary Lou
Wurdack then went over expenditures and revenues as noted in the Financial Highlights
brochure (attached to and made part of these Minutes).

ANNUAL COMPREHENSIVE FINANCIAL REPORT.
Town Manager Saag reminded that there would be a Special Meeting immediately
following the Workshop wherein the Commission would have the opportunity to approve
the FY 2002/2003 Annual Comprehensive Report, if they so desired.
4. BOARDS AND COMMITTEES
A) BOARD CORRESPONDENCE: FINANCIAL ADVISORY BOARD
RECOMMENDATION (1) TO ACCEPT FY 2002/2003 COMPREHENSIVE
ANNUAL FINANCIAL REPORT; (2) NON-RECOMMENDATION OF
"FISCAL NOTE;" (3) RECOMMENDATION TO COMMISSION ANALYSIS
OF IN-HOUSE V. CONTRACT POLICE DEPARTMENT.
B) BOARD VACANCIES:

Vacancies for the month of April:
.Planning Board: One (1) vacancy.
.Code Enforcement Board: Three (3) vacancies.
C) BOARD ACTION REPORT: NONE.

It was the consensus to defer consideration of "BOARDS AND COMMITTEES" until the
April 6 Regular Meeting.

8. REPORTS -TOWN COMMISSION
Commissioner Mirian S. Zwick had no report.
Commissioner Rachael Scala-Pistone advised she will be coordinating a beach clean
up sometime in April. The Commissioner also asked that a date for an Executive
Session following the Hoffmann/Siemens Public Hearing be set; it was agreed that
Monday, April 5, 2004, at 1:00 P.M. would be convenient for all members. Town Attorney
Thomas E. Sliney said that an Executive Session was necessary, as he needed advice
concerning the litigation.
Commissioner Robert L. Lowe had no report.
Vice Mayor Joseph J. Asselta suggested that it be determined if the State would be
willing to pay the Town to keep the northbound bike lanes cleared of sand and dirt. The
Vice Mayor also advised that he would provide a copy of a petition that the Casuarina
Condominium Association plans to submit to the Department of Environmental Protection
Agency regarding the mangrove site just north of their building, which is owned by the
Coronado (copy attached to and made part of these Minutes).

9. REPORTS -TOWN ATTORNEY

10. REPORTS -TOWN MANAGER
Town Manager Ben Saag reported that a re-broadcast of the Hoffmann/Siemens Public
Hearing would air on Friday, April 2, and Monday, April 5 at 7:00 P.M.

10. REPORTS -TOWN MANAGER (continued)
Mr. Saag also reported he had been advised the Department of Transportation had
scheduled permanent striping of A1A and had suggested to Mr. Saag that the Town
might want to have its entire 3-mile length of the road striped as "no passing." Police
Chief tony Cervasio was cal{ed upon to give his opinion, which was positive, and it was
the consensus that this was a good idea.

• There being no further business to come before the Commission at this tie, Mayor Reid
adjourned the Workshop at 2:00 P.M., upon MOTION by COMMISSIONER SCALA-
PISTONE/COMMISSIONER LOWE.
