1974.08.22_PB_Minutes_SpecialF, MINUTES: SPECIAL MEETING OF THE PLANNING_ COMMISSION FOR DISCUSSION OF THE COMPREHENSIVE PLAN, HELD AUGUST 22, 1974 • Chairman Kemery called the meeting to order at 3:29 P.M. Present were: Chairman Kemery, Mr. Wilcox, Mr. Boscove and Dr. Guelzow. Absent: Mr. Johnson. Chairman Kemery opened the meeting, stating this was a special meeting called for discussion of the Comprehensive Use Plan. Town Attorney, Mr. Thomas Sliney was requested to address the Commission. Mr. Sliney reviewed material included in the Land Use Plan Table 7, Page 38 of the Comprehensive Plan, and indicated the Table underesti- mated the theoretical maximum population. Mr. Sliney pointed out that the density figures seem to reflect an ultimate population, assuming the Town were not built upon at all. Highland Beach is approximately 75/ developed or committed to date. Table 7 is misleading in regard to ultimate units and population. Densities to come into effect under new zoning and a revision of the theoretical figures in Table 7 were a part of Mr. Sliney's review. A more realistic ultimate density factor of 6000 units rather than 4700 units seemed preferable to Mr. Sliney, who further suggested the Planning Commission work on a revised table. In connection with the source of information relative to figures and is revised figures, Mr. Boscove suggested a new aerial map be obtained for better indication of open land and a scale map of the area. A general discussion of Town issues was held with Mayor Gilday and Acting Town Manager Ms. Elaine Roberts participating. Following a general review of the contents of Pages 38 and 39 in the Comprehensive Plan, a brief recess was called at 3:57 P.M. The meeting was again called to order at 4:10 P.M. At Mr. Boscove's request for an up-to-date aerial map to provide accurate information, Chairman Kemery informed the members of the Planning Commission of the results of his inquiries as to costs and information obtained from aerial and topographic surveys. In a general discussion following, Mr. Sliney recommended the presentation of a Tentative Zoning Report Transmittal Letter; Messrs. Wilcox and Boscove and Chairman Kemery referred to the updating from the Code Book with special reference to Chapter 21 (Seawalls and retaining walls), Page 21-1 through 21-6. Mr. Wilcox made the motion to adjourn the Special Meeting. Mr. Boscove • seconded. Chairman Kemery, Mr. Wilcox, Mr. Boscove and Dr. Guelzow voted Aye. Secretary Wilcox presented minutes of the following meetings, previously read by members of the Planning Commission, for acceptance by the mem- bers of the Commission; Minutes of the meetings of July 24, 25, 30, August 2 and August 19 were approved as written; Mr. Boscove offering the motion to approve, Mr. Wilcox seconding the motion, Chairman Kemery, Mr. Wilcox, Mr. Boscove and Dr. Guelzow voting Aye. The motion to approve the minutes as written was carried unanimously. Mr. Boscove moved to adjourn the meeting. Mr. Wilcox seconded the motion. Chairman Kemery, Mr. Boscove, Mr. Wilcox and Dr. Guelzow voted Aye. The motion to adjourn the August 22, 1974 Special Meeting of the Planning Commission (and the Regular Meeting, postponed from August 17 to Aug- ust 22), was unanimously carried.
