MINUTES: PLANNING COMMISSION ADOPTION OF COMPREHENSIVE PLAN HELD
AUGUST 19, 1974 - PUBLIC HEARING .
Chairman Kemery called the meeting to order at 2:05 P.M.
Present were: Chairman Kemery, Dr. Guelzow,
Mr. Wilcox and Mr. Boscove.
Absent: Mr. Johnson
Chairman Kemery opened the meeting, advising this public hearing was a continu-
ation of endeavor to complete the revision of the Comprehensive Plan
for the Town of Highland Beach. Chairman Kemery stated the Commission
would abstain from consideration of other details and proceed with the
reading of the plan as presented. The meeting was recessed for a ten
(10) minute period.
Chairman Kemery called the meeting to order at 3:50 P.M., at which time
the Comprehensive Plan was read in its entiretv.
Following the reading of the plan, Chairman Kemery asked for comments
or questions from the audience and members of the Planning Commission.
Col. H.A. Hauck, Vice President of the Highland Beach Civic League,
presented figures and changes indicated, on the Proposed Density Limits
and Maximum Population at Nominal Density Table (7) as shown in the
Comprehensive Plan. Following a discussion relative to the Table and
contents, the figures were edited and included in the Plan. Col. Hauck
discussed the impact on existing utilities and expressed the opinion
that the Civic League was interested in maintaining a level of density
below 40 per acre. It was Col. Hauck's opinion that the present commer-
cial activities in the Town of Highland Beach were sufficient and that
additional motels and/or cocktail lounges should not be considered.
In discussing the zoning figures shown under the Proposed Density Limits
and Maximum Population .at Nominal Density, Mr. Boscove advised that the
nominal density figures of 17.85 units per residential net acre and
16.9 units per total net acre as shown, are theoretical figures.
On a question from the audience as to the listing "Church", Chairman
Kemery noted this was not necessarily singular. In reply to Mr. McCord's
question, relative to the maximum peak of season population potential of
9,000 as shown in the Comprehensive Plan, Mr. Boscove indicated the orig-
inal figure of 10,000 had been reduced in anticipation of re -zoning.
Chairman Kemery asked for further comments or questions, there were
none. Mr. Wilcox moved to accept the Comprehensive Plan for the Town
of Highland Beach as read. Mr. Boscove seconded the motion to approve
the Plan with changes as recommended. Chairman Kemery polled the vote,
40 Mr. Wilcox, Dr. Guelzow, Mr. Boscove and Chairman Kemery voted Aye. The

motion to approve the Comprehensive Plan was unanimous.
Mr. Boscove read Resolution No. 1 (Attachment "A"). Mr. Wilcox moved to
approve Resolution No. 1 as read; Mr. Boscove seconded the motion.
Messrs. Wilcox, Kemery, Boscove and Dr. Guelzow voted Aye. The motion
was carried unanimously.
Chairman Kemery asked for a motion to adjourn the meeting. Mr. Wilcox
moved that the meeting be adjourned. Mr. Boscove seconded the motion.
The meeting was adjourned at 4:15 P.M.
