1974.07.25_PB_Minutes_RegularATTACHMENT "A", "B", "C" MINUTES: PLANNING COMMISSION PUBLIC HEARING, REVISED COMPREHENSIVE PLAN, JULY 25, 1974, MEETING RECESSED FROM JULY 22, 1974. • Chairman Kemery called the meeting to order at 2:10 P.M. Present: Chairman Kemery, Dr. Guelzow, Messrs. Wilcox, Johnson and Boscove. Chairman Kemery stated the purpose of this meeting was a continuation of the endeavor to complete the revision of the Comprehensive Plan for Highland Beach, Florida. The removal of pages 10, 17 and 31 was noted. Chairman Kemery asked if all members were in agreement on pages as checked and removed, and if there were any questions. There were none. Mr. Johnson indicated he had felt concern over changes hastily made, i.e., on Page 9 "Byrd Beach not zoned". Mr. Sliney advised the zoning (RSI) is indicated in a footnote. Mr. Johnson then observed that following the meeting held on July 25, 1974, he was satisfied with changes and recommendations made by the Planning Commission and the Comprehensive Plan as presented was acceptable to him. Chairman Kemery asked for further questions. There were none. Mr. Sliney referred to changes and additions - Appendix I, II and III • LUI Ratio - Appendix 2 Zoning Map - Appendix 3 Mr. Boscove explained the zoning map had been signed at the last zoning meeting and should be attached to the Comprehensive Plan. The members of the Commission agreed. Mr. Sliney read Page 1., Introduction, of the Comprehensive Plan and discussed Appendix I with footnotes 1. thru 294. Footnotes were then read into the record by Mr. Sliney. (Attachment "A.) Chairman Kemery read from Page 22, Paragraph 2 and suggested the following be inserted on Line 9 after "buildings" - " to be set back from Easterly Survey or Vegetation Line, whichever is farthest west as zoned." Mr. Sliney agreed. There were no additions or corrections. Mr. Boscove then discussed the Easterly Survey Line, stating it is a theoretical line, with Messrs. Wilcox, Sliney and Ms. Roberts joining the discussion. Mr. Boscove read Section 15 of Chapter 30, zoning, pointing out that • under Sub Section 15.19, Natural Vegetation Line this line should be considered on the basis as set forth in the dune line survey prepared by F.A.U., their report of July 1974. There were no further additions or comments. Mr. Boscove so moved, Secretary Wilcox seconded. There were no objections and no further discussion. Chair- man Kemery, Dr. Guelzow and Messrs. Wilcox, Johnson and Boscove voted Aye. The motion was approved unanimously. An exchange of opinions relative to Resolution No. 1, (Attachment "B"), and the transmittal letter dated July 25, 1974 (Attachment "C"), followed Mr. Sliney's reading. Chairman Kemery moved to accept Resolution No. 1 with corrections, as read. Secretary Wilcox seconded. Chairman Kemery, Dr. Guelzow, Messrs. Wilcox, Boscove and Johnson voted Aye. The motion was passed unanimously. Secretary Wilcox moved to recess this meeting for re -typing of Reso- lution. Chairman Kemery seconded. There followed a recess at 3:20 P.M. for typing and distribution of the Resolution as corrected. Chairman Kemery called the meeting to order at 4:00 P.M. Mr. Sliney read Resolution No. 1 as corrected, Chairman Kemery, Messrs. Johnson, Wilcox, Boscove and Dr. Guelzow's signatures were obtained. Dr. Guelzow made the motion to cancel the meeting of July 30, 1974, . scheduled for a discussion of Boca Hi's RPUD change in Plans. This meeting to be held August 2, 1974 at 3 P.M. at which time all infor- mation, plans and survey of exact locations are to be submitted for consideration,and to determine a date for a Public Hearing with due notice thereof. Mr. Boscove seconded the motion. Chairman Kemery, Dr. Guelzow, Messrs. Wilcox, Boscove, Johnson voted Aye. The motion was passed unanimously. .7 The letter of transmittal was signed by Chairman Kemery, Secretary Wilcox, Messrs. Johnson, Boscove and Dr. Guelzow. Mr. Boscove moved to adjourn the meeting. Dr. Guelzow seconded. Chairman Kemery, Dr. Guelzow, Messrs. Wilcox, Boscove and Johnson seconded. The motion to adjourn was passed unanimously. The meeting was adjourned at 4:00 P.M. Wilcox Secretary 1'rj C� APPROVED:- ; ha"i 9, " n Vice Chairman APPENDIX 1 COMPREHENSIVE PLAN UPDATED INFORMATION As much of the basic information gathered for the Comprehensive Land Use Plan was based on conditions existing in 1971 and earlier years as set forth in the Comprehensive Plan prepared and submitted to the Town by Bair, Abernathy & Associates, Inc. in 1971, the Planning Commission has deemed it advisable to update the information contained therein with current information wherever such information is available. Consequently, the Comprehensive Plan is hereby deemed to include the following updated information. Each paragraph number below listed corresponds with the similar number in the Comprehensive Plan. 1. From an estimated population of 150 in 1950, the Town has grown to around 2700 at present, but only about 1000 are registered voters and have established residence locally. 2. At the present time about 25/ of the land in lots or parcels within municipal boundaries remains undeveloped contrasted to a figure of 75/ at the time of the original Comprehensive Plan. 3. At the time of the original Comprehensive Plan the Town of Highland Beach was termed "relatively undeveloped", however, in 1974 the Town has become substantially developed. 4. There are at present approximately 1000 registered voters, and there • are approximately 1700 persons who come to the Town for relatively long stays during the winter season. 5. At the present time the low summer population is approximately 1500 and the high peak during the winter is over 3800. 6. Table 3 shows land occupancy as of early 1971 7. The percentages of occupied versus vacant land is as of early 1971_ 8. This information reflects as of early 1971 that much of the Town's area at that time was uncommitted. 9. This map is on file at the Highland Beach Town Hall. 10. Highest current values as of early 1971 were concentrated in Area 3. 11. This figure regarding undeveloped land is as of early 1971. 12. WHEREAS, Chapter 163 of the Florida Statutes requires, among other things, that the Planning Commission show their intent, through a formally adopted resolution to adopt a Comprehensive Plan for submission to the Town Commission, and WHEREAS, it is resolved that the Planning Commission has held numerous meetings and numerous Public Hearings and has considered a Comprehensive Plan and changes rela- tive thereto, NOW, THEREFORE, BE IT RESOLVED THAT the Planning Commission of the Town of Highland Beach does 0 herewith adopt a Comprehensive Plan for transmittal to the 0 Town Commission of the Town of Highland Beach for their consideration and/or approval.
